"The draft program of the Government - is, in essence, a set of measures which will guide us in this five-year period. According to the legislation, the Government program of action we need to  send to the Parliament no later than February 16 ", - Andrei Kobyakov said, opening the meeting.

The Head of Government called for the priorities of public authorities, outlined in the document. Among them - the restoration of the competitiveness of the industrial complex, improving the efficiency of the work of AIC, export diversification, efficient import substitution, job creation, development of small and medium-sized businesses, the effective lending, focusing resources on effective investment projects. Among the priorities - also the implementation of foreign exchange liabilities, improving the business environment, reducing administrative burden, the introduction of regulatory impact assessment mechanism in the business. In this case the control activities should be primarily preventive and precautionary, Andrei Kobyakov said.

The job will be organized to reduce costs, including in the energy and utilities with a parallel change of tariffs for services. The plans - avoiding cross-subsidies while increasing targeted social assistance to needy citizens.

As Andrei Kobyakov said, many of the issues in the framework of the program need to be discussed. "There are questions about the mechanisms of export credit, a private, tariffs and competition policy, encourage the development of private manufacturing business, - he said. - I call for active discussion, ask everyone to comment on the merits and constructive, but the offer entitled "give money" can not be accepted. "

The Head of the Government drew attention to the preservation of a high degree of uncertainty of the external economic factors that are difficult to predict the situation on export markets. "Belarusian economy is now difficult. Two months ago we had a forecast based on expert estimates of international financial institutions - US $ 50. per barrel. But we must be prepared for the worst scenario. "

In these circumstances, the Government with direct participation of all concerned government agencies has developed a package of urgent anti-crisis measures. These measures provide a clear division of responsibilities for foreign currency liabilities, asset management efficiency by state-owned enterprises. Defined objectives that focus on the diversification of exports, attracting foreign investment, creating conditions for accelerated development of small and medium-sized businesses. As the system efficiency measures manufacturing sector is a rational import substitution.

"At the same time the taken measures should increase revenues and provide for measures to reduce costs - continued Andrei Kobyakov. - We will seriously optimize primarily low priority capital expenditures. " At the same time, we will act and countervailing measures of social support for the poor in the first place, targeted social support, non-cash housing subsidies. In parallel all should  be done to reduce costs and to avoid unjustified price increases.

All of these approaches are reflected in the proposed program of activities of the Government. "

The program is built on the basis of the strategic priority of restoring balanced economic growth and improve living standards of the population. "It is proposed in this five-year period to start the formation of a new structure of the economy, ensuring economic independence of the country - continued the Head of Government. - At the same time in parallel with the public private initiative should be developed, increased role of the private sector. "

Allocated work will be based on the principles of personal responsibility of all members of the Government for the final result and the openness of their activities.

As the Minister of Economy Vladimir Zinovsky informed in his report, the draft program of activities of the Government of the Republic of Belarus in the years 2016-2020 reflects the priorities and main directions of social and economic development activities of the Government in 2016 and the medium term.

The strategic priority of the Government is to define restoring balanced economic growth and improve the quality of life of the population. This requires a systematic increase of competitiveness of the economy and reduction of its dependence on the external environment.

The program includes three basic conditions for economic policies: to ensure macroeconomic balance, increasing foreign exchange reserves to a minimum safe level and debt-free financing of balance of payments, the gradual payment of external debt formed.

Achieving these priorities ensures sequential implementation of complex and interrelated institutional arrangements that are in the draft program are grouped into five main blocks.

The first unit - a measure aimed at restoring the competitiveness of the industry.

The second block of the program of systemic issues associated with cost reduction and restructuring of energy and utilities.

The third block of measures envisages the creation of new jobs, development of small and medium-sized businesses.

The fourth block concerns the measures of infrastructure and construction industry.
The fifth block of measures provides a strong social orientation programs.

In addition to the above, in the program of the Government included the issues of improving the system of export strategy. It provides for the diversification of exports through the distribution of export flows between the markets of the EAEC, the EU and other countries - in the proportion of one-third / one-third / one-third, improving the efficiency of export support system, the development of economic integration, the use of the opportunity to intensify trade and economic cooperation with the EU, China, the countries' long-distance arc. "

Credit investment process model should be gradually transformed into a model based on direct foreign investments.

In a separate set of questions handed a system of public administration and regional policy.

This program is part of a single package of documents for five years, and closely linked with the implementation of 20 state programs of sectors and areas of activity, the Programm of socio-economic development for 2016-2020.
