The development of the external borders of the Customs Union of Belarus, Russia and Kazakhstan will be discussed at a session of the Union State Council of Ministers in Brest on 16 March, Prime Minister of Belarus Sergei Sidorsky said as he met with State Secretary of the Union State Pavel Borodin on 10 March.

External investments for development of Pripyat Polesie

| It is necessary to attract external investments into the development of the Pripyat Polesie area, Prime Minister of Belarus Sergei Sidorsky told a session of the Council of Ministers Board. The session tabled a draft state programme for comprehensive development of the Pripyat Polesie in 2009-2015. |
Instead of repeating the existing programmes the new one should build up on them, including programmes designed to develop rural areas, small and medium towns. The investments it will use should not be shifted from one place to another but should be used for specific purposes, stressed the Prime Minister.
“We accept this programme in conditions of the global financial crisis. This is why the investments should produce a tangible result now and a return in the future,” said Sergei Sidorsky.
The Prime Minister reminded that the President of Belarus had instructed the government and local authorities to think about comprehensive social and economic development of this unique region. According to Sergei Sidorsky, there are issues that need to be addressed. The meat cattle stock needs to be increased as well as the total number of cattle. The infrastructure of the Pripyat territory has to be developed. The rich natural resources of Polesie have to be used as effectively as possible. External investments should be attracted with this goal in mind. “External investments should be the priority for the region,” said Sergei Sidorsky. He also pointed out the need to further develop tourism in this region. The region should become a unique area and an example for others to follow, underlined the Prime Minister.
The head of government was positive about the draft programme for Polesie’s social and economic development. It reflects main development avenues determined by the President. In order to start active work, it is necessary to specify responsibilities of oblasts, regions, ministries and agencies for implementing sections of the programme, stressed Sergei Sidorsky. It is also necessary to smooth the financing of the projects in order to ensure effective use of all the investments.

become a credible organization it is vitally important to fulfill all the
agreements that were achieved as the Customs Union was conceived, said Deputy
Prime Minister of Belarus Andrei Kobyakov at the CIS International Economic Forum
in Moscow on 5 March.

A quadrilateral
meeting of co-chairmen of the councils for long-term cooperation between bordering regions took place in Russian
Kaliningrad on 3 March. Belarus Vice Premier Andrei Kobyakov, Poland Deputy Interior Minister Piotr Stachanczyk,
Lithuania Vice Minister for Foreign Affairs Evaldas Ignatavicius, and Kaliningrad Oblast Governor Georgy Boos took
part in the meeting.

Almost Br387 billion of Belarus’ budget was injected in the state integrated program on developing regions, small and medium-sized towns in 2009, Economy Minister of Belarus Nikolai Snopkov said at a session of the Presidium of the Council of Ministers on 2 March.

Prime Minister of Belarus Sergei Sidorsky has presented state awards to distinguished citizens of Belarus. A total of 27 people were awarded the Medal for Labor Merits, the Medal for Distinguished Military Service, the Order of Fatherland Second Class and official letters of thanks of the President.

The Belarusian Government has approved the measures meant to
improve the effectiveness of using fuel and energy resources till 2012. The decision is laid down by Council of Ministers resolution No 248.

This year Belarus will invest Br6.886-Br7.481 trillion in the
modernization of the national energy grids, energy saving and promoting the use of local fuels. These measures are envisaged in the 2010 plan of action to the
national comprehensive program to modernize key production assets of the Belarusian energy system, promote energy saving and increase the share of local fuels
till 2011. The action plan was approved by Resolution No. 224 of the Council of Ministers.
