PROGRAMME TO BUILD BELARUS FOREST TRANSPORTATION NETWORK OKAYED
A programme to build Belarus forest transportation network in the period from 2007 till 2010 has been approved. The decision is laid down in Council of Ministers Resolution No. 1172 of September 11, 2006.
Commenting on the document, head of the economy and investments department of the Belarusian forestry ministry Vasiliy Kozlov said, that starting 2007 Belarus will build at least 100 km of forestry roads annually. The government instructed the finance ministry, transport and communications ministry, natural resources and environmental protection ministry to include appropriations for the purpose in national budget bills. In particular, in 2007 the government plans to allocate Br10 billion for the purpose, with Br5 billion to be apportioned by the national budget, Br3 billion — the automobile road construction and repairs fund, and Br2 billion — by the national environmental protection fund. In the future the figures will be amended annually taking into account the inflation rate.
According to the source, if possible, forestries are supposed to spend their own money on prospecting and geodesy projects required for forestry road construction.
Forestry roads are vital for the Belarusian economy, as they allow more rational and complete exploration of the calculated felling area and wood harvesting in hard-to-reach places, especially swamps. In most cases forestry roads serve as public roads, thus connecting remote settlements and promoting village revival and development.
Forestry road construction has been on the rise in last three years. In 2004 only 7.28 km of forestry roads was committed, in 2005 — 51.35 km. This year at least 53 km of forestry roads will be built. Representatives of the forestry ministry are convinced the target will be surpassed.
According to the programme on building Belarus forest transportation network in the period till 2010, most works will be done in Vitebsk and Gomel regions, where major forest resources are concentrated.
