The main goal of the Innovative Development Program for the branches of the Ministry of Industry for 2007 – 2010 shall be intensified innovative orientation of the Ministry-dependent operating organizations with a view to enhance technological level and develop competitive products called-for within and outside the Republic’s markets.
Development of the following higher priority macro-technologies shall be deemed priority lines in the activities of the Ministry of Industry: Mechanical Engineering, Optical and Electronic Instrument Engineering, Microelectronics, Radio Electronics, Metallurgy and Welding, Production of Communication Facilities, and Software Development.
Implementation of program measures will enable to attain the following targets by 2010: share of innovative product will make 19.6 percent of the total factory shipment; share of certified product will amount to 70 percent of the aggregate output; quality management systems will be created and certified according to ISO at 156 manufacturing departments; wear rate of active parts of basic production assets will drop to 73.8 percent; share of expenses for equipment, toolware and implements will make 75 percent of investments in the fixed capital.
Within the past five-year cycle, the Ministry of Industry developed and the Government of the Republic of Belarus approved a number of State goal-oriented programs to be implemented until 2010, which programs specify development of the basic branches in Belarus: Auto- and Tractor Construction, Harvester Construction, Machine-Tool Building, Radio Electronics, Telecommunications.
Among such programs there are: the Auto-, Tractor- and Harvester Construction State Goal-Oriented Program of the Republic of Belarus for 2003 – 2005 and for the period till 2010, aimed at development of auto-, tractor- and harvester construction, approved by Ordinance of the Council of Ministry, Republic of Belarus, No. 617 dated May 8, 2003 On the Auto-, Tractor- and Harvester Construction State Goal-Oriented Program for Auto-, Tractor- and Harvester Construction Development in the Republic of Belarus within 2003 – 2005 and for the period till 2010 (National Register of Legal Acts of the Republic of Belarus, 2003, No. 55, 5/12434); the State Goal-Oriented Program aimed at creation of metal-working machinery complexes, manufacture of high-precision automated machinery, in particular, flexible manufacturing systems, for 2003 – 2010 (Machine Tool Building Program) approved by Ordinance of the Council of Ministry, Republic of Belarus, No. 820 dated June 23, 2003 On the State Goal-Oriented Program for Creation of Metal-Working Machinery Complexes, Manufacture of High-Precision Automated Machinery, in particular, Flexible Manufacturing Systems, for 2003 – 2010 (Machine Tool Building Program) (National Register of Legal Acts of the Republic of Belarus, 2003, No. 73, 5/12668); the State Program for Radio Electronic Industry Development in the Republic of Belarus for 2006 – 2010, approved by Ordinance of the Council of Ministry, Republic of Belarus, No. 1493 dated December 20, 2005 On the State Program for Radio Electronic Industry Development in the Republic of Belarus for 2006 – 2010 (National Register of Legal Acts of the Republic of Belarus, 2006, No. 2, 5/16997).
Scientific coverage of such State Goal-Oriented Programs shall be deemed the state scientific and engineering programs (SREP) for 2006 – 2010 within which the State ensures support of the new competitive product through financing of certain designs and manufacture of pilot models; such support plays the key part in scientific coverage and development of the branches.
The SREP complex for 2006 – 2010 was approved by the Orders of the State Committee On Science and Technology, in accordance with established procedure. The designs provided within the same are aimed at creation of a new generation of motor, road, and special automotive facilities; diesel engines of different power; different types of agricultural machinery; a number of metal working and woodworking machinery; a new generation of integral element base for industrial equipment and household appliances; new parts production and hardening techniques.
Thus, designing and launching the production of new generation of MAZ motor vehicles will be effected within the Machine Building SREP, in particular, increased truckload traction-type articulated tracks with 4x2 two-axle tractive vehicle of 98-102 m³ body space, three-axle tractive vehicle of 105-110 m³ body space, and tractive vehicles conforming to Euro-4 standard; MAZ-4370 medium-tonnage vehicles and buses; timber trucks; logging complexes which include the harvesters and loggers/skidders; traction-type chippers; rock handlers, including the same of 90, 160 and 320 tons carrying capacity; engines of up to 350 hp power; sugar beet harvesters. Designing and launching the production of high-capacity grain combine of over 14 kg/s throughput will be completed.
Mechanical Engineering Technologies and Equipment SREP provides for participation of the machine tool plants, such as BelautoMAZ Production Association, Minsk Tractor Plant Production Association, Gomselmash Production Association, Minsk Engine Works Production Association, the enterprises included in the fuel and energy complex, petrochemical complex, and the Belarusian Railway, in engineering re-equipment and modernization of production facilities. It will require creation and uptake of a wide range of metal cutting machines and processing centers, NC units, equipment for plastic deformation of metal and high-precision foundry to release workpieces which are maximally approximate to the part dimensions and do not require heavy processing costs.
Within Microelectronics SREP, a wide range of new chips and discrete semiconductor devices will be developed based on improvement of the basic and development of innovative technologies, including: development of microelectronic technologies and base libraries for design of submicron CMOS technologies (0.5 mkm; 0.35 mkm) of increased resistance to special exposures; BiCMOS, BiC-DMOS technologies with 200, 400, 600 V supply voltage limit, SiGE structure BiCMOS element base, submicron EEPROM and flash-technologies, SOI.
Within Radio Electronics SREP, it is planned to develop and launch a new generation of general measuring tools, such as: radioelectronic equipment for safety control, environmental control and monitoring, industrial sanitation; devises and systems for quality control, diagnostics, and industrial process control; a family of hybrid TV sets, high-definition TV sets, LCD-panel TV sets; equipment for digital cable TV, telecommunication facilities and information technologies.
Launching of production of portable PCs (up to 20 thousand pieces annually under expected expenses of USD 250 thousand) is planned in the premises of Integral Scientific and Production Association, taking into account the experience of production of Electronika MC 1504 portable PC and existence of production facilities for manufacture of active-matrix LCD monitors.
In the course of reformation, corporate structures formed on the base of gross-product-forming organizations shall be the main structure of large-scale industries.
Such structures enable formation of technologically associated manufacturing departments (clusters) and transition of all process participants to the state-of-the-art technologies, as well as associativity between scientific specialization, production, and export.
The purpose of creation of such structures on the basis of gross-product-forming organizations, which final product is intended for a certain market segment, shall be competitive recovery of product and formation of a uniform stable foreign economic policy. Such gross-product-forming organizations represent a significant sector of the world economy. So, Minsk Tractor Plant Production Association is ranked among the seven largest world manufacturers; BelAZ Production Association is ranked among the three world manufacturers.
Due to joining of Minsk Gear-Wheel Plant Republican Unitary Production Association, Hydroprivod Gomel Plant Republican Unitary Enterprise into Minsk Tractor Plant Production Association, as well as through the State’s majority interest in Mozyr Engineering Plant Open Joint Stock Company, an association was created with a view to manufacturing competitive tractors, special-purpose equipment on the basis of tractors, and tractor-unitized ploughs.
According to the same principle, the structure for manufacture of rock handlers, structural equipment, road and mine equipment was created in the premises of Gomselmash Production Association destined for production of grain harvesting and forage harvesting machines.
All engineering services that ensure new product development and beginning its mass produce are concentrated in hands of the Heads of such structures.
The following scientific and technical centers were established under such structures with a view to ensure scientific coverage and continuity of innovative processes of new competitive product development:
- diesel propulsion engineering, in the premises of Minsk Engine Plant Unitary Enterprise;
- grain harvesting and forage harvesting machines, in the premises of Gomselmash Gomel Plant of Agricultural Engineering, Republican Unitary Enterprise;
- tractor construction, in the premises of the Minsk Tractor Plant Republican Production Association;
- lorries and passenger buses, in the premises of BelautoMAZ Production Association.
Under present conditions, the branch scientific and technical centers are the optimum alternative to ensure continuity of innovative process at the gross-product-forming organizations and implementation of the State Scientific and engineering and economic policy.
On the whole for this branch, the scientific and engineering sector of the Ministry of Industry is represented by the scientific and technical centers established within the corporate structures, engineering-and-design and testing departments established in the associations and organizations, branch institutions.
In 2007 – 2010, primary tasks are aimed at development of the resource and technical base of such mentioned structures with a view to carrying out state-of-the-art research and development according to priority lines specified by the Ministry.
At present, the research and test base even at the large scientific and technical centers of BelautoMAZ Republican Unitary Enterprise, Minsk Tractor Plant Republican Unitary Enterprise, do not conform to the tasks.
Further engineering re-equipment of production facilities with a view to ensure their conformity to the level of state-of-the-art engineering processes will be the other line of stirring up innovative activity, product replacement growth rate, technical upgrade and competitive recovery.
For this purpose, creation of new production facilities, assembling including, and application of new technologies is planned:
- telecommunication facilities, in the premises of MPOVT Open Joint Stock Company;
- microelectronics, in the premises of Integral Scientific and Production Association;
- television, in the premises of Horizon Open Joint Stock Company;
- quarry and mine equipment, in the premises of BelAZ Republican Unitary Industrial Enterprise.
Development and manufacturing application of material-saving and energy-saving technologies aimed at optimum use of inventories and raw materials base of the Republic will become the most important mechanisms of products competitive recovery.
In 2007 – 2010, the total amount of financing for creation of new enterprises or new production facilities at the existing enterprises, and modernization of the existing enterprises will make 4137741.35 million roubles, in particular, 148674.1 million roubles from the Republican budget, 71053.2 million roubles from local budgets, 925422.35 million roubles at the expense of banking credits, 15264.7 million roubles at the expense of loans and borrowing, 2977327.0 million roubles from other sources.
