The national statistics is the constituent part of the information system of the Republic of Belarus and is intended to provide the government authorities, mass media means, scientific and research organizations, public associations and the population with the statistical information about the economical and social state of the country on the base of the up-to-date techniques for the statistical information acquisition, analysis, generalization and distribution.

The priority is to create the Uniform Information System of National Statistics of the Republic of Belarus for 2007 – 2011 (UISNS).

The main purpose of the UISNS is to create the integrated statistical information resource and instrument enabling to pursue the united policy in the information support field, first of all, to the government and control authorities.

This will give the opportunity to receive the statistical data in any level on-line, to treat them analytically, to form the different information requests, to prepare the analytical reports in order to adopt the appropriate managerial decision on this base and to form the reliable forecasts.

The main tasks of the information system formation are:

1. to create the system to keep the on-line and long-term data bases enabling to form the integrated statistical information resource;
2. to ensure the possibility to integrate the statistical information resource in the national information system;
3. to increase the operation effectiveness of users by means of development of the new information processing and analysis techniques;
4. to provide the external users with the access to the open statistical data;
5. to improve the statistical information distribution system;
6. to ensure the data acquisition from the objects of the statistical observation in electronic format;
7. to apply the corporative system for electronic workflow;
8. to ensure the necessary level of the information security;
9. to modernize the set of the programming and technical means;
10. to ensure the optimal cost for the statistical information acquisition and processing techniques.

UISNS creation and application will enable:

1. to increase the quality of the statistical information submitted to the governmental and managerial authorities, international organizations and local users, by means of expansion of the statistical information processing and analysis capabilities;
2. to decrease the financial and time costs for the information processing and distribution;
3. to shorten the time for the researches made under the orders  of the governmental and managerial authorities;
4. to increase the operation effectiveness of the state statistical system by means of reduction of the low-productive labour share and release of the staff operation time for comprehensive analysis of the statistical information, improvement of the work with respondents, enhancement of the statistical information distribution means and methods;
5. to ensure the possibility to integrate the statistical information in the national information resource;
6. to render the information for the wide range of the external users on commercial and free of charge base using Internet-technologies.

In order to create UISNS the Ministry of Statistics and Analysis will perform the following arrangements:

1. development of the UISNS operation technique (I - IV quarters 2007);
2. development of the meta-data input subsystem (I - IV quarters 2007);
3. development of the statistical account acquisition and on-line data base subsystem (III quarter 2007 - IV quarter 2010);
4. development of the statistical information storage and processing subsystem in the national and local levels (III quarter 2008 - IV quarter 2010);
5. development of the statistical information analysis and distribution subsystem (III quarter 2009 - IV quarter 2010);
6. development of the information security subsystem ((I quarter 2007 - IV quarter 2011);
7. UISNS complex debugging and completion (I - IV quarters 2011).

The total extent of financing for UISNS research and development in 2007 - 2010 will amount to 4,250 million rubles out of the budget of the Republic of Belarus.
