The aim of the trade system development is to create the conditions for the complete satisfaction of the population demands for the wide range of the goods and services, first of all, produced in the Republic of Belarus, by means of improvement of the commodity resource control methods, creation of effective system of commodity traffic, enlargement of the retail trading system and expansion of its infrastructure.

The priority is to create the large-scale competitive structures in trading field. One of the retail trading system development directions in 2007-2010 will be the enlargement of the shop sizes by means of building and opening of hyper- and supermarkets and shopping centers in all centers of the regions of the Republic of Belarus and in Minsk.

The large-scale retail trading structures are being formed now, they operate under the trading network techniques. During 2007-2010 the organizational and economical conditions will be made for uniting the financial resources of the trading organizations, first of all, of state ownership, and financial and credit structures in order to modernize and reconstruct the existing trading units, to build new ones and to arrange the domestic trading networks.

As the domestic trading networks will be made and developed, the offers of the foreign network companies to enter the Belarusian market will be considered.

In order to enhance the wholesale trade and to increase its effectiveness, the new forms of trading service will be developed and the conventional forms having the position in the consumers' market will be enhanced, including exchange trade, expansion of the electronic commerce application field.

In 2007-2010 the usage of the new information technologies necessary for the information acquisition and analysis, adoption of the effective managerial decisions, will be intensified.

The electronic commerce infrastructure will be formed, including the republican and regional information systems and networks, regional information and marketing centres. The effective interaction of all elements of this infrastructure (the systems for information acquisition, processing and storage, technical solutions, software, etc.) will be improved.

The primary measures for the electronic commerce system organizing will be the following:

  1. to develop and form the regulatory legal basis to carry on the trading operations on the base of the information and telecommunication technologies;
  2. to create the common uniform data base for the goods and services;
  3. to create the Electronic Commerce Centre what will monitor the whole electronic commerce development, including the state purchase field;
  4. to create the network of the certifying and attesting, information and marketing centres.

The Electronic Commerce Centre will be the base for the electronic commerce information infrastructure of the Republic of Belarus, its main functions will be aimed at the application of the electronic data exchange system for the goods produced and services rendered, prices for them, promotion to the mutually beneficial contracts between business entities, decrease of the costs for the transaction legalization, advancement of the goods and services in the domestic and foreign markets. Entry to the international electronic commerce network will be ensured by means of interfacing with the international electronic commerce centres.

In order to obtain the complete and reliable information about the trading units and to adopt the managerial decisions in different levels, the Ministry of Trade is working at the trade register forming. Within the period forecasted the trade register forming and keeping will be ensured in the district, city and republican levels.

Under the Decree of the President of the Republic of Belarus of May 5, 2006 No.289 the Ministry of Trade was entrusted with the functions coordinating the creation of the commodity distribution network abroad, being the aggregate of the legal entities of separate producer divisions selling its goods.

The advancement of the goods of domestic production to the end user with maximal usage of domestic commodity distribution network abroad (hereinafter - CDN) and made by the other organizations of the Republic of Belarus will take on special significance due to the growing competition, especially in Russia and CIS markets.

By 2008 it is planned to increase the number of CDN direct units up to 271 (156 units exit now) or for 42.2 per cent.

In accordance with the Forecasts for Development of the Ministry of Trade Lower Organizations for the Period till 2010 worked out by the Ministry of Trade, the following is planned as regards building of the new productions and modernization of the existing productions on the base of application of the advanced (new and high) technologies:

  1. in BELVTORPOLIMER Unitary Enterprise - to install the equipment set for reprocessing of polyethylene and polypropylene high-polluted wastes in order to produce the secondary re-granulated material, this will give the opportunity to decrease  the deleterious effect of the plastic wastes on the environment. The research and development works are not required;
  2. in VITEBSKTORGSTROY JSC - to modernize the compressor plant and to install the energy-saving screw compressor with oil injection L-30 and to install the machines and lines for woodworking, furniture manufacturing, presses, drying chambers.

The works mentioned will enable VITEBSKTORGSTROY JSC to increase the scopes of the construction-and-assembling and repair-and-construction works, to manufacture new types of products and to enlarge the number of work places.

The solution of the tasks assigned will enable:

  1. to increase the retail turnover for 57.4 - 65.5 per cent;
  2. to increase the number of shops for 625 units, shopping centres - for 45 units, the trading area of the shops and shopping centres - for 321.5 thousand sq. meters;
  3. to increase the number of catering units for 272 units and 7.6 thousand places;
  4. to increase the provision with trading areas per 1000 persons - till 325 sq. meters and with places in catering units - till 73 places per 1000 persons;
  5. to build 271 commodity distribution network units outside the territory of the Republic of Belarus.

The total extent of financing for building of new productions in the existing enterprises and modernization of the existing productions in 2007 - 2010 will amount to 1,870 million rubles, including out of the budget of the Republic of Belarus - 500 million rubles, out of the bank credits - 500 million rubles, out of the other means - 870 million rubles.
