The main purpose of the transport policy of the Republic of Belarus for the forthcoming five years is to form the competitive transport system, to advance the transport and communication services and appropriate infrastructure.

To ensure the stable, balanced development of the transport and communications, it is planned to improve the legal basis of the transport activities, to ensure the conformity of the transport infrastructure with development of the productive forces.

The implementation of the program measures will allot to reach in 2010: the share of innovative products in the total industry product volume - 20 per cent; the share of the certified products in the total production volume - 42.5 per cent; to decrease the wear degree of the active part of the main industrial and productive means till 58 per cent; to increase the share of the equipment and tooling costs in the capital investments up to 45.5 per cent.

For the purpose of satisfaction of the population and national economy demands in traffic services and stable, balanced development of the transport, the following state programs have been worked out: Belarusian Railway Development Program till 2010 approved by the Resolution of the Council of Ministers of the Republic of Belarus of January 29, 1999 No.161 (National Register for Legal Acts of the Republic of Belarus, 1999, No.11, 5/187); State Program for Development of the International Motor Transportation of Passengers and Cargos for 2003-2008 approved by the Resolution of the Council of Ministers of the Republic of Belarus of October 2, 2002 No.1360 (National Register for Legal Acts of the Republic of Belarus, 2002, No.113, 5/11243); Inland Waterway and Sea Transport Development Program till 2010 approved by the Resolution of the Council of Ministers of the Republic of Belarus of March 26, 2003 No.407 (National Register for Legal Acts of the Republic of Belarus, 2003, No.40, 5/12240); Program for Development of the Motor Transportation of Passengers in 2008-2010 approved by the Resolution of the Council of Ministers of the Republic of Belarus of June 22, 2005 No.675 (National Register for Legal Acts of the Republic of Belarus, 2005, No.103, 5/16167); Comprehensive Program for Effective Usage of Transit Capacities of the Republic of Belarus for 2006-2010 approved by the Resolution of the Council of Ministers of the Republic of Belarus of June 28, 2005 No.700 (National Register for Legal Acts of the Republic of Belarus, 2005, No.105, 5/16196); the Program “Belarus Roads” for 2006-2015 approved by the Resolution of the Council of Ministers of the Republic of Belarus of April 6, 2006 No.468 (National Register for Legal Acts of the Republic of Belarus, 2006, No.59, 5/22161); State Program for Civil Aviation of the Republic of Belarus for 2006-2010 approved by the Resolution of the Council of Ministers of the Republic of Belarus of April 27, 2006 No.557 (National Register for Legal Acts of the Republic of Belarus, 2006, No.71, 5/22246).

In 2006-2010 the financing is planned to be used in the amount of 229,855 million rubles for building of new productions (with application of new technologies) in the existing enterprises, including 409 million rubles - out of the innovative fund of the Ministry of Transport and Communications and 229,145 million rubles - out of the internal funds of the entities.

In 2006-2010 the new productions with application of the following technologies are planned to be built:

  1. In RECHITSA SHIPYARD Republican Unitary Enterprise the production of gas-generator boilers operating in fire-wood will be established. In 2006 45 pieces are scheduled to be produced, in next years- 100 pcs annually. The domestic production of heating gas-generator plants will increase the consumption of the local fuel types for 5 per cent annually, will decrease the energy dependence of the industry from the imported  fuel and energy resources and additional loading for the enterprise production facilities.
  2. In GOMEL VEHICLE REPAIR PLANT Republican Unitary Enterprise the large-scale production of the minibus AO92 “RADIMICH” and its modifications is established. In 2006-2010 1470 minibuses are scheduled to be produced. In 2008 the certification of this class bus is scheduled, consequently, the product market will be extended due to the export supplies of these buses. By 2010 the production output of these buses is planned to reach 400 units per year, and the export share in the production volume will amount to 20 per cent.
  3. In BELDORTEKHNIKA JSC the high pressure hoses are planned to be manufactured for equipment of the domestic road building machines. This production under Italian technology will enable to decrease the purchase of the import materials.
  4. Reasoning from the necessity to increase the economical effectiveness of operation of MINSK AIRCRAFT REPAIR AND OVERHAUL PLANT Republican Unitary Enterprise and capital airports, more rational usage of the area located in the center of Minsk (MINSK AIRCRAFT REPAIR AND OVERHAUL PLANT Republican Unitary Enterprise occupies 35 hectares), in accordance with General Plan of the city of Minsk approved by the Decree of the President of the Republic of Belarus of April 23, 2003 No. 165 (National Register for Legal Acts of the Republic of Belarus, 2003, No.49, 1/4555), inadmissibility of flights (especially, test flights) over the city under the security norms, as well as necessity to carry on the works related to the essential environment pollution (aircraft washing, painting) outside the city, in 2006-2010 the following shall be fulfilled together with the republican governmental authorities concerned:
    • to transfer the production basis of MINSK AIRCRAFT REPAIR AND OVERHAUL PLANT Republican Unitary Enterprise to the territory of NATIONAL AIRPORT MINSK Republican Unitary Enterprise in step-by-step manner and to study the sequence for building of the production facilities and infrastructure units necessary to maintain the aviation equipment out of the debt means;
    • to close down the airport MINSK-1 and to transmit the areas, buildings and constructions released to the city of Minsk.
  5. In order to increase the effectiveness of the urban passenger traffic control and to ensure the regular passenger traffic it is planned to develop the automated control system for regular movement of buses. One control point will be able to track the on-line real time situation in 10 routes simultaneously (near 1000 passenger vehicles).

    In 2006-2010 the financing is planned to be used in the amount of 51,460 million rubles for modernization of the existing productions on the base of application of the advanced (new and high) technologies, including 563 million rubles - out of the innovative fund of the Ministry of Transport and Communications, 237 million rubles - out of the budget and 50,660 million rubles - out of other sources.
  6. At the present time the special computer system for central ticket-booking in passenger traffic is being developed in the Republic of Belarus, this system is scheduled to be introduced in 2007. As a result of this introduction, the Republican Computer Network will be established and it will ensure the computerized booking for travel by suburban and intercity buses, trains and aircrafts.
  7. BORISOV AIRCRAFT REPAIR AND OVERHAUL PLANT started to produce the mobile vehicles intended to render the social services to the population residing in rural areas.
  8. The branch of REINFORCED CONCRETE BRIDGE STRUCTURE PLANT plans to modernize the automated control system for the concrete-mixing shop, this will ensure the precise dosing of materials and improve the quality of concrete products. Moreover, it is planned to modernize the automated system for thermal humid treatment of bridge concrete articles, this will improve quality and ensure the rational use of energy supplies.
  9. The main aim of BELAERONAVIGATSIYA Republican Unitary Enterprise rendering the aeronautical services in the Republic of Belarus is to maintain efficiently the aeronautical systems in order to ensure the flight safety in the airspace of the Republic of Belarus, as well as continuous development of the potential on the base of the up-to-date scientific and engineering achievements in the aeronautical equipment field. In accordance with the requirements of the International Civil Aviation Organization (ICAO) in 2006-2010 this organization, out of its own financial means, will continuously develop the aeronautical system of the Republic of Belarus on the up-to-date scientific and engineering achievements in order to ensure the safe aeronautical service in the airspace of the Republic of Belarus and competitiveness in the market of aeronautical services, as well as technical modernization  of aeronautical systems and radar systems.

    The radar system development strategy implies the installation of the additional VOR/DME beacons in order to cover the Republic of Belarus by the navigation field in accordance with RNP5 requirements. The instrument landing systems “ŃĎ-80Ě” and radio direction finders “ŔĐĎ-75” will be replaced for the up-to-date ones as their service life expires.

    Modernization of the radar systems is intended to satisfy the Eurocontrol requirements and ICAO recommendations. Several radar stations will be equipped with the remote control system and this will enable to avoid the presence of technical personnel in the station.

    Modernization of the existing radar systems will comply with the Eurocontrol requirements and ICAO recommendations or they will replaced for the mono-pulse solid ones.

    In order to obtain the high-quality tertiary processing of the radar information used in Automated District-Airport Air Traffic Control System “Sintez-AP2” it is necessary to build the location field in the locators of the same generation.

    In connection with the increased requirements to the radar performance it is necessary to have the instruments enabling to analyze the characteristics like precision, resolution, detection probability, directional diagram and others.

  10. Under the State Program the Belarusian Railway will develop the technical road equipment set and modernize the existing productions under new technologies.

    The repair depot development includes the application of the automated complete sets, mechanization means and automated technological control on the locomotive technical state, increase of service life of the parts and units having the profound effect on safety of traffic and operation reliability, this will allow to increase the overhaul period to use the rolling-stock more efficiently.

    During the reconstruction of the marshaling yards “Minsk-Sortirovochniy”, “Kalinkovichi”, “Vitebsk” the all-relay automatic switching will be replaced, the automatic control systems of the marshaling yards “Polotsk”, “Zhlobin”, “Lida”, “Luninets”, “Brest” will be improved.

    In the large stations the microprocessor power interlocking systems will be installed instead of obsolete analog all-relay power interlocking ones. They will be modernized in the existing premises, without building of new power interlocking posts.

    The automatic block signal systems are planned to be replaced for new models with the tone track circuits and central equipment location.

    The automatic telephone systems used in roads are planned to be switched from mechanical (coordinate) ones to electronic (digital) ones. This will enable to improve the quality of service, to decrease significantly the energy consumption, to place the equipment in smaller area and to reduce the operation staff for maintenance.

    In the environmental safety field it is planned to install the new flushing-steaming technique in the station “Barbarov”. This will enable deny the steaming systems for surface treatment and to have the closed (recirculating) technological process.

The total extent of financing for building of new productions in the existing enterprises and modernization of the existing productions in 2007 - 2010 will amount to 279,434.8 million rubles, including out of the budget of the Republic of Belarus - 1,528 million rubles, others - 277,906.8 million rubles.
