The aim of the state policy in the culture field is the preservation of the historical and cultural heritage and further development of the national culture, creation of the conditions for comprehensive personal development.

The priorities are restructuring of the rural cultural institutions, renewal of operation of the mobile cultural institutions, creation of the multi-purpose complexes extending the forms and types of the cultural and recreation services for the rural population, development of folk arts.

The Ministry of Culture arranges the activities in accordance with the priority directions of the industry program “Culture Preservation and Development in the Republic of Belarus for the Period 2006-2010” and the investment program.

The state program “Belarus Memory” for 2006-2010 was worked out on the base of the order of the minutes of meeting at the Prime Minister of the Republic of Belarus of December 23, 2004 No.5/114 ПР. Its purpose is to ensure the national account and safety of the document memorials, to represent the wealth and significance of the national cultural heritage. The program implies the integration of the resources and introduction of the document memorials stored in Belarusian libraries, museums, archival depositories and outside the country, into the scientific and cultural usage. The program implementation will improve the conditions of the physical safety of the most important document memorials, will ensure the formation of the public electronic information resources what are kept safe and reflect the history and culture of Belarus.

This program will enable to supplement the State List of the historical and cultural values of the Republic of Belarus, to make the register of the most valuable and significant documents (manuscripts, old printed books, archival materials, rare editions, etc.), as well as to form the centre and laboratory for digitalizing, reproducing, restoration and conservation of the document memorials. This will improve the popularization of the document heritage for scientific and educational purposes.

The program was worked out by the Ministry of Culture, National Library of Belarus together with others concerned. It is assigned for 2007-2010. At the present time the program has been coordinated with the Ministry of Finance, Ministry of Economy, State Science and Technology Committee and is being coordinated with the National Academy of Sciences of Belarus.

Several enterprises producing the equipment necessary for culture field operate in the Ministry of Culture system. MINSK PLANT SVETOKON Republican Production Unitary Enterprise plans to develop and to start the production of the loudspeaker equipment and stage rotary mechanisms for culture and education institutions. To re-equip the production, in particular, to produce the loudspeaker equipment, the plant should purchase the following equipment: the die sinking machine DEM, lathe DL CNC, multi-purpose milling machine UFM5.

The complexity of the art social operation processes in the present socio-cultural situation emphasizes the problems of art popularization, perfection of art life forms, forecasts of cultural processes. The scientific study and substantiation of the necessity to explore the artistry, arts and crafts, folk music arts implies the activation of the scientific potential of the culture and art institutes of higher education (Belarusian State University of Culture and Arts, Belarusian State Music Academy, Belarusian State Academy of Arts). The overwhelming majority of the officers have the academic degree and academic status and are highly experienced specialists of authority.

The Belarusian State Music Academy deals with the problem of Belarusian music translation in the present conditions. The music popularization level of Belarusian music does not quite correspond to the demands of the society music culture. It is necessary to analyze the ways and manners for the Belarusian music popularization in the ideological and educational process in different sociocultural groups of listeners; on the base of the scientific research and monographs to make the text-books, teaching aids, didactic materials, to define the main directions for the system to get the listeners accustomed to the serious Belarusian music, to create topic-oriented broad base of the events, including diachronous and synchronous views of Belarus music arts; to reveal the problems and prospects of Belarusian composer creative work and performing mastery.

The development of the innovative multimedia teaching methods, means and forms makes the prospect for Belarusian music art development and popularization.

The scientific and research laboratories of the Belarusian State University of Culture and Arts develop the following scientific lines:

1. manufacture and use of Belarusian folk instruments, specimens of the arts and crafts;
2. models of the culture information support.

The technology of manufacture and use of Belarusian folk instruments will improve:

1. popularization of national musical instruments (cymbals, pipe, pipes, fife, trumpet, ocarina, horn, “straw”, paired pipes, piston pipe), bringing them to the popular musical instruments);
2. increased effect of the traditional music forms on mass consciousness of the Belarusian citizens;
3. development of Belarusian national musical culture (in folklore and scenic variants), reveal and ascription of national instruments;
4. solving of the actual problem of ethnoorganology (ethnic instrumentology), forecast of the national instrument culture development both in academic and mass version.

Restoration and development of the traditional technologies of the Belarusian arts and crafts emphasizes the tasks for revival and restoration of the technologies lost and insufficiently studied, development of the comprehensive methods for analysis of the artistic and stylistic trends of Belarus arts and crafts, creation of the united information data bank for the trends: review and analytical, systematic and technological, data base. It is planned to make the experimental specimens in weaving, ceramics, straw- weaving, gobelin, painting, decorative composition; to make the process charts, draft development, experimental search for variants to restore the lost technologies in he arts and crafts. The introduction of the research results will enable to make the electronic catalogue, to publish the teaching, systematic and practical aids, albums for the technical and technological methods for decorating the articles of the arts and crafts using the traditional Belarusian ornamental pattern.

The innovative and pedagogic activities in the higher library education promote the information support for the library staff education, and this requires the teaching and systematic support for two-level system for the specialist education, educational standards, concept of the continuous education system for library staff in the republic of Belarus, monitoring and the cycle of the training seminars for the innovative and educational technologies.

The development of the special domestic design is the important problem of the Belarusian culture. The scientific and creative laboratory for computerized design of the Belarusian State Academy of Arts studies the following design trends: industrial, graphic, virtual medium design.

In the course of the social development, post-modernism conditions the design acquires the new features and solves new problems (aesthetic, social, psychological, etc.). The purposes and tasks of the design exploration are studying and generalization of the historical experience of the design development in Belarus; development of the system classification of the activities for types and trends; identification of the leading creative style design concepts and trends determining the Belarusian peculiar properties.

In 2007-2010 it is planned to workout the time bands (“Design in Belarus”, “Style Quest in Belarusian Design”, “Native Virtual Medium Design” and others). The worked-out computerized training aids have the practical significance and can be the base for the science-based recommendations in the field of the design activities development, at design expert examination as reference lines.

The restoration works in the palace and park ensemble of XVI-XVIII centuries in the town of Nesvizh are carried out in accordance with the Order of the President of the Republic of Belarus of 02.12.1997 No.363рп “On Restoration of the Palace and Park Ensemble of XVI-XVIII Centuries in the Town of Nesvizh” with the aim to restore and preserve the unique architecture and culture memorial - the Radzivills’ castle of the national historical and culture museum-reserve “Nesvizh”. The palace and park ensemble is the integral exposition of living, service, household, engineering and defensive constructions, parks, water system elements and small architectural forms. The Radzivills’ castle will be adopted to the cultural and educational centre with stationary museum exposition in the restored interiors of the castle main halls. In 2007 it is planned to accomplish the restoration of the 1st start-up complex and to continue the works in the 2nd start-up complex. In order to fulfill the tasks the measures for the restoration works in the palace and park ensemble in the town of Nesvizh and the castle complex in the urban village of Mir have been worked out for 2005-2010, they were approved by the Resolution of the Council of Ministers of the Republic of Belarus of July 1, 2005 No.731.

Mir Castle is an architectural construction of rare beauty, it amazes with its constructive peculiarities, decoration wealth and diversity, original colour solution. The castle complex is one of the few ancient memorials of architecture of XVI-XVIII centuries located in the territory of the Republic of Belarus and is the historical and cultural value both for the country and the whole world community. The streams of visitors increase as the castle is restored and turned into the museum. The castle halls existing now and planned to be restored (additionally arranged) and the possibility to use the castle yard and the territory around the castle are extremely favourable to locate the museum and cultural centre in the urban village of Mir where different events will be held. The castle is included in the list of the UNESCO World Cultural Heritage.

In accordance with the charge of the President of the Republic of Belarus Lukashenko A.G. the Ministry of Culture of the republic of Belarus has worked out the measures for restoration and reconstruction of the memorial of architecture - the building of Creative Association “National Academic Theatre for Opera and Ballet of the Republic of Belarus” approved by the Resolution of the Council of Ministers of the Republic of Belarus of May 24, 2004 No.603.

In accordance with the building restoration and reconstruction project, the hall capacity will be 1207 places (earlier - 1161 places), the total area will be enlarged and will amount to 36,742 sq. m (earlier- 29,820 sq. m). The estimated cost of the project “Restoration and Reconstruction of the Memorial of Architecture - the Building of Creative Association “National Academic Theatre for Opera and Ballet of the Republic of Belarus” amounted to 132,844.339 thousand rubles in terms of 1991 and was approved by the Resolution of the Council of Ministers of the Republic of Belarus of June 4, 2005 No.595.

All the units mentioned above have been included in the State Investment Program and are financed out of the budget of the Republic of Belarus.

The total extent of financing for modernization of the existing productions in 2007 - 2010 will amount to 8,149.0 million rubles, including out of the budget of the Republic of Belarus - 8,149.0 million rubles.
