The government policy in the nature management field is aimed at the decrease of the harmful anthropogenic impact on the environment, rational and saving use of natural resources on the base of intensive development methods, application of resource-saving and low-waste technologies, as well as use of the recycled resources and wastes.
The main priorities are the maximal provision of the industry with domestic mineral and fuel and energy resources, complex use of the country subsurface with natural environment preservation. Belarus possesses the sufficient reserves of the non-metallic mineral resources mainly capable to satisfy the internal demands of the country.
The priority directions of the innovative development of the nature-conservative tasks are implemented in accordance with the following: the National Plan of Actions for Environmental Protection in the Republic of Belarus for 2006-2010 approved by the Decree of the President of the Republic of Belarus of May 5, 2006 No.302; the Government Investment Program for 2006 approved by the Decree of the President of the Republic of Belarus of December 12, 2005 No.588; the Government Program for Geological Survey Works to Develop the Mineral and Raw Materials Base for 2006-2010 and for the Period till 2020 approved by the Decree of the President of the Republic of Belarus of March 28, 2006 No.184; the Government Program for the National Environment Monitoring System Development in the Republic of Belarus for 2006-2010 approved by the Decree of the President of the Republic of Belarus of April 18, 2006 No.251; the Government Technical and Scientific Program “Exploitation and Development of New, Socially Significant and Environment-Compatible Technologies for Natural Resources Use and Processing and Environmental Protection” (SSTP “Environmental Safety”) approved by the Resolution of the Council of Ministers of the Republic of Belarus of January 4, 2006 No.5; the Long-Term Industry Plan of the Ministry of Natural Resources and Environmental Protection of the Republic of Belarus for 2006-2010.
The Ministry of Natural Resources and Environmental Protection together with the National Academy of Sciences of Belarus plans to perform the following works:
within the framework of the SSTP “Environmental Safety” it is planned to develop the following for 2006-2010:
- environmentally friendly technologies and experimental equipment for energotechnological processing of brown coals from Belarus coal fields (Institute for Natural Resources Use Problems and Ecology of the National Academy of Sciences of Belarus), the planned costs amount to 565 million rubles, including 180 million rubles out of the Innovative Fund of the Ministry of Energy);
- technologies for use of the products of brown coal thermal-chemical processing in the chemical industry: production of the carbon-mineral sorbents for wastewater and gas emission purification, humic acid based sorbents, fertilizers, plant growth promoters, meliorants (Institute for Natural Resources Use Problems and Ecology of the National Academy of Sciences of Belarus), the planned costs amount to 200 million rubles;
- technologies for the hydraulic borehole mining of phosphorites with consideration of geological structure of fields and preparation of the conclusion on the industrial application expediency (TSENTR Scientific and Production Association of the National Academy of Sciences of Belarus, BELGEO Republican Unitary Enterprise of the National Academy of Sciences of Belarus), the planned costs amount to 350 million rubles (including the Republican Nature Protection Fund);
- technologies for industrial production of rubber compound components on the base of large-tonnage wastage - hydrolytic lignine (Belarusian State Technological University, BELSHINA JSC, PROMKHIMTEKHNOLOGII Scientific and Production Unitary Enterprise), the planned costs amount to 307.5 million rubles (including the enterprise internal funds – 187.5 million rubles);
- technologies and technical and economic assessments of the production expediency of potassium-magnesium salts (carnallite) in the Republic of Belarus by underground dissolution method with the aim to obtain the potash fertilizers and derivative products of magnesium chloride (Belarusian Scientific and Research Institute of Geological Survey of BELGEOLOGIYA Republican Unitary Enterprise, Institute of Geochemistry and Geophysics of the National Academy of Sciences of Belarus, BELGORKHIMPROM JSC), the planned costs amount to 4,350.0 million rubles (including the Republican Nature Protection Fund);
- implementation of the measures (technologies for rain and melt water treatment in the residential areas and technologies for rain water treatment in the territories of motor transport organizations) for minimization of the negative impact of rain and melt water drainage on the ecologic state of water units (Belarusian State Technological University, GORREMAVTODOR of the Minsk City Executive Committee), the planned costs amount to 290.0 million rubles, including out of the enterprise internal funds - 140.0 million rubles;
- manufacture and testing of the air purification equipment set in poultry factories using biosorbents (by the example of the 1st Minsk Poultry Factory) (Belarusian State Agrarian Technical University, Institute for Natural Resources Use Problems and Ecology of the National Academy of Sciences of Belarus, 1st Minsk Poultry Factory, BELAVTODISEL Scientific and Production Limited Liability Company), the planned costs amount to 180.0 million rubles, including out of the enterprise internal funds - 60.0 million rubles;
- environmentally friendly productive technologies and production of the sapropelic fodder additive (Institute for Natural Resources Use Problems and Ecology of the National Academy of Sciences of Belarus, KOLPENITSA Production Republican Unitary Peat Enterprise of BELTOPGAZ concern, BELNIITOPROEKT of BELTOPGAZ concern), the planned costs amount to 390.0 million rubles, including 250 million rubles out of the Innovative Fund of the Ministry of Energy);
- acid-free mechano-chemical processing of phosphorite ores from Belarusian fields in order to use them for production of phosphoric and combined mineral fertilizers (Institute of General and Inorganic Chemistry of the National Academy of Sciences of Belarus), the planned costs amount to 250.0 million rubles (including the funds of the Republican Nature Protection Fund).
It is planned to develop the technologies for complex production and reprocessing in the Belarusian Metallurgical Plant of magnetite concentrates obtained during iron-ore concentration from Okolovo and Novoselki fields (TSENTR Scientific and Production Association of the National Academy of Sciences of Belarus, BELGEO Republican Unitary Enterprise of the National Academy of Sciences of Belarus, Belarusian National Technical University), the planned costs amount to 870.0 million rubles (financing is effected within the framework of the Government Program for Geological Survey Works to Develop the Mineral and Raw Materials Base for 2006-2010 and for the Period till 2020, the Republican Nature Protection Fund).
The total extent of financing for creation of new productions on the base of application of the advanced technologies in 2006 - 2010 will amount to 7,752.5 million rubles, including 7,177.5 million rubles out of the budget of the Republic of Belarus.
