List of innovation projects
National Academy of Sciences of Belarus
 

The main task of the National Academy of Sciences of Belarus as the highest national scientific organization is to ensure one of the main priorities of the country development in 2007-2010 - technological modernization of the economy, its transfer to the innovative manner of development based on the essential growth of effectiveness of the scientific and scientific-and-engineering activities, material increase of innovative activities efficiency.

The main purpose of the National Academy of Sciences of Belarus is to improve the scientific, scientific-and-engineering and innovative activities with the purpose:

  1. to create the competitive sector of scientific research and development and the conditions for its increased reproduction;
  2. to create the effective National Innovative System of the Republic of Belarus;
  3. to modernize the economy on the base of the technological innovations;
  4. to improve the legislation, to develop the institutions for usage and protection of incorporeal rights;
  5. to intensify the integration of the Republic of Belarus in the international scientific and technological space, first of all, expansion of the cooperation with CIS countries and Russia.

The implementation of the program measures will enable to reach in 2010 the share of innovative products in the total volume of the shipped products - 30 per cent, to decrease the wear degree of the active part of the main productive means till 37 per cent, to create and certify the quality management systems under ISO 9001 standards - till 50 per cent.

The main volume of the innovative activities of the National Academy of Sciences of Belarus will be implemented in the course of fulfillment of the Government Scientific and Engineering Programs (hereinafter - GSEPs) and government programs for fundamental and applied scientific researches. In 2007-2010 the structures of these programs will be arranged by means of inclusion in 11 Government Comprehensive Goal-oriented Scientific and Engineering Programs (GCGSEPs), the list of them was approved by the Resolution of the Council of Ministers of the Republic of Belarus of August 31, 2006 No.1117 (National Register for Legal Acts of the Republic of Belarus, 2006, No.148, 5/22868).

Each GCGSEP is interrelated to GSEP and appropriate government programs for fundamental and applied scientific researches (sections of the comprehensive program) as regards the goals, executives and times of execution.

The formation and implementation of GCGSEP are effected by the Coordinating Council established from the representatives of the government customer - the program coordinator, the National Academy of Sciences of Belarus, State Science and Technology Committee, government customers and research managers of its sections after GCGSEP list approval.

The Chairman of the Coordinating Council and GCGSEP Director will be assigned by the Council of Ministers of the Republic of Belarus from among the Deputy Prime Ministers of the Republic of Belarus, directors and deputy directors of the republican government authorities, other state organizations subordinated to the Government of the Republic of Belarus.

The implementation of the scientific research programs and GSEP is intended to accomplish the following tasks:

  1. to decrease the power intensity of productions and power consumption;
  2. to increase the import and import substitution;
  3. to increase the science linkage of the domestic products;
  4. to satisfy the needs of the economy and social sphere for inventions complying with the highest world achievements;
  5. competitive product output;
  6. further development of the technological base of the actual sector of economy and social sphere.

The implementation of the Government Program of the National Academy of Sciences of Belarus together with republican government authorities, other state organizations subordinated to the Government of the Republic of Belarus will give the possibility to develop the projects for establishment of new enterprises, productions, application of new technologies and modernization of the existing enterprises. The main projects are:

As regards the Ministry of Industry it is planned to perform the following:

  1. scientific support for the works to establish the production of weldless hot-rolled pipes in BELARUSIAN METALLURGICAL PLANT Republican Unitary Enterprise, town of Zhlobin (Institute of Heat and Mass Transfer named after A. V. Lykov of the National Academy of Sciences of Belarus (hereinafter - IHMT after A. V. Lykov NAS of Belarus);
  2. scientific support for the production of high-performance combine harvesters in GOMSELMASH Production Association, LIDAAGROMASH JSC (United Institute of Mechanical Engineering of the National Academy of Sciences of Belarus);
  3. scientific support for the production of integrated circuits with submicrometer design rules 0.5 - 0.35 mkm in INTEGRAL Scientific and Production Association, city of Minsk (Institute of Electronics of the National Academy of Sciences of Belarus).

For establishment of new productions and new technologies in the existing enterprises the following tasks will be implemented:

  1. development and arrangement of the production of multilayer piezoelectric elements (piezoelectric transformers, piezoactuators) in MONOLIT Vitebsk Radio Component Plant, Republican Unitary Enterprise, (United Institute of Solid-State Physics and Semi-conductors of the National Academy of Sciences of Belarus);
  2. technology finishing and participation in the automated process of crystal growing in PLANT OPTIK Republican Unitary Enterprise, town of Lida, (United Institute of Solid-State Physics and Semi-conductors of the National Academy of Sciences of Belarus).

It is scheduled to perform the scientific and scientific-and-engineering inventions in order to establish the productions of new products:

  1. in MINSK MOTOR PLANT Unitary Enterprise - 6-cylinder motors of tractor and motor-car modifications with capacity from 300 till 350 H.P. of Euro-3 and Euro-4 level, city of Minsk (United Institute of Mechanical Engineering of the National Academy of Sciences of Belarus);
  2. in MINSK AUTOMOBILE PLANT Republican Unitary Enterprise - trucks of new family MAZ-6430 and buses of Euro-3 and Euro-4 level, city of Minsk (United Institute of Mechanical Engineering of the National Academy of Sciences of Belarus);
  3. in MINSK TRACTOR PLANT Production Association - caterpillar tractors, city of Minsk (United Institute of Mechanical Engineering of the National Academy of Sciences of Belarus);
  4. in BELARUSIAN AUTOMOBILE PLANT Republican Unitary Production Enterprise - off-highway trucks with capacity up to 320 tons, town of Zhodino (United Institute of Mechanical Engineering of the National Academy of Sciences of Belarus);
  5. in BELVTORMET State Association - production for ferrous metal chip reprocessing, city of Minsk (IHMT after A. V. Lykov NAS of Belarus);
  6. in MINSK TRACTOR PLANT Production Association, MINSK AUTOMOBILE PLANT Republican Unitary Enterprise, MOZYR MACHINERY PLANT JSC, LIDSELMASH JSC - new types of tree crop harvesters, high-performance combine harvesters (United Institute of Mechanical Engineering of the National Academy of Sciences of Belarus).

The establishment of the following productions will have the scientific support:

  1. grain drying equipment sets with high productivity on the base of dryers S616, S618, S428 and medium productivity on the base of dryers S412 using the up-to-date presses with program control and tillage seeder units in LIDSELMASH JSC;
  2. grain-cleaning universal machines “ÌÇÓ-40” in SMORGON OPTICAL MACHINE TOOL PLANT Republican Unitary Enterprise;
  3. tillage units in GIDROSELMASH JSC, town of Pinsk;
  4. equipment for poultry keeping in LEPEL REPAIR MECHANICAL PLANT JSC;
  5. cultivator for inter-row treatment of vegetables in PRODMASH JSC

In the interests of the Ministry of Agriculture and Food, as regards establishing of the new enterprises, the following will be performed:

  1. development of the technology for and establishment of the production of veterinary medicines in VITEBSK BIOFACTORY Private Production Unitary Enterprise (Institute of Experimental Veterinary Medicine named after S. N. Vyshelesskiy of the National Academy of Sciences of Belarus);
  2. promotion the arrangement of the industrial production of bacterial concentrates in EKSMOLTEKH Production Republican Unitary Enterprise;
  3. arrangement of pilot production of diagnostic sets for detection of antibodies to virus; diagnostics of tuberculosis, detection of antibodies to bursal disease virus of hens; diagnostics of plazmoze of swine; diagnostics of pregnancy of cows; bacteriological diagnostics of tuberculosis; oral vaccination of wild carnivores against rabies (Institute of Experimental Veterinary Medicine named after S. N. Vyshelesskiy of the National Academy of Sciences of Belarus);
  4. establishment of the production of bacterial concentrates for sour-milk product manufacture (Belarusian Research and Engineering-and-Design Institute of Meat and Milk Industry of the National Academy of Sciences of Belarus (hereinafter - BelREDIMMI NAS of Belarus);
  5. promotion the arrangement of the Republican Breeding Centre for Egg Production (Scientific and Practical Centre on Cattle Breeding of the National Academy of Sciences of Belarus).

In order to develop the new productions and new technologies in the existing enterprises, the scientific support will be rendered to establishment of the productions of:

  1. treatment and prophylactic children’s product BIFIDOBAKT (BelREDIMMI NAS of Belarus);
  2. combined nitrogenous-phosphoric-potash fertilizers for sugar-beet;
  3. combined nitrogenous-phosphoric-potash fertilizers for winter rape (Institute of Pedology of the National Academy of Sciences of Belarus, NOVOPOLOTSK PROTEIN AND VITAMIN CONCENTRATE PLANT, Institute of Microbiology of the National Academy of Sciences of Belarus).

In order to modernize the existing productions, the technology for fried potato product manufacture will be developed (Scientific and Practical Centre for Food of the National Academy of Sciences of Belarus).

In the Ministry of Energy system the scientific support will be rendered to:

  1. establishment of new facilities in Zhodino heat-electric generating plant;
  2. establishment of new facilities in Minsk heat-electric generating plant-3;
  3. application of the technology of thermal-chemical processing of local natural resources, gaining of liquid and gaseous energy carriers (IHMT after A. V. Lykov NAS of Belarus).

The preparatory works will be performed to ensure building of the nuclear power-station in 2010; new nuclear, radiation and isotope technologies will be developed and the existing ones will be improved for use in the national economy of the Republic of Belarus.

In the Ministry of Public Health system the following tasks will be performed:

  1. to develop and manufacture the apparatus for noninvasive control on bilirubin level in newborn baby blood (Institute of Physics named after B. I. Stepanov of the National Academy of Sciences of Belarus);
  2. to develop and organize the usage of the computerized rehabilitation training apparatus for children with psychoneurological disorders in medical institutions (United Institute of Mechanical Engineering of the National Academy of Sciences of Belarus);
  3. to develop and organize the production of titanic implants of cervical and thoracic  vertebrae under CVPI system (Institute of Powder Metallurgy of the National Academy of Sciences of Belarus (hereinafter - IPM NAS of Belarus);
  4. the render the scientific support for the production of diagnostic sets for registration of proteolytic activity level and inhibitory potential of blood (in 60 definitions) (Institute of Bioorganic Chemistry of the National Academy of Sciences of Belarus (hereinafter - IBOC NAS of Belarus).

In the interests of the State Military-Industrial Committee, as regards establishing of the new enterprises, the part was taken in the development of and the scientific support was rendered to MINSK WHEEL HAULER PLANT Unitary Enterprise production of the hydromechanical transmission model series (United Institute of Mechanical Engineering of the National Academy of Sciences of Belarus).

In order to build the new productions and new technologies in the existing enterprises, the production of epitaxial heterostructures for microwave frequency, laser and light-emitting diode equipment will be provided with scientific and engineering support (Institute of Physics named after B.I.Stepanov of the National Academy of Sciences of Belarus, Institute of Electronics of the National Academy of Sciences of Belarus).

For BELBIOFARM concern the following will be made:

  1. scientific support for establishment of the production of the ferments for light and food industry at the plant ENZIM, town of Pinsk (Institute of Microbiology of the National Academy of Sciences of Belarus);
  2. scientific and scientific-and-engineering inventions to apply the technologies for the production of new medicines in BORISOV MEDICINAL AGENT PLANT Republican Unitary Enterprise, BELMEDPREPARATY Republican Unitary Enterprise and DIALEK Unitary Enterprise (INSTITUTE OF PHARMACOLOGY AND BIOCHEMISTRY Scientific and Production Centre of the National Academy of Sciences of Belarus);
  3. scientific support in application of new technologies for the production of amino acid substances and medicinal agents on their base in GRODNO MEDICINAL AGENT PLANT Republican Unitary Enterprise, including the tube feeding agent (enteral) and pharmsubstances on amino acid base L- phenylalanine, L-proline, L-histidinehydrochloride, metal-containing (Institute of Physical-Organic Chemistry of the National Academy of Sciences of Belarus (hereinafter - IPOC NAS of Belarus).

For BELNEFTEKHIM concern the technologies and the scientific support will be rendered to arrange the production of plant protection means (pesticides) in GOMEL CHEMICAL ARTICLE PLANT CJSC (city of Gomel) (IBOC NAS of Belarus).

For the purposes of extension of the raw materials base for mineral fertilizer production in the Republic of Belarus, quality increase and extension of the range of mineral fertilizers the new technologies will be worked out:

  1. production of potash fertilizers with consideration of involvement into operation of the areas with increased contents of the clay-carbonate admixtures
  2. deep dehydration of the clay-carbonate residues, this will enable to increase the extraction of potassium chloride essentially, to solve the problem of liquid wastes stocking, to decrease the plough-land areas for residue collectors and to improve the ecological situation in the region;
  3. potassium chloride granulation by nodulizing method, this will enable to reduce the expenditure of energy, to increase the productivity of conventional granulation plants, to improve the granulate physicochemical properties and to obtain the series of new mineral fertilizer types.

The expansion of the range of the goods produced will be made by means of production of compound-mixed fertilizers, nitrogen-balanced, containing microelements under the plant needs.

In the field of phosphoric fertilizer production the new methods to obtain the fertilizer using Belarusian and Russian phosphorites, will be developed, this enable to expand the raw materials base of GOMEL CHEMICAL PLANT, to decrease the import of the expensive apatite concentrate and sulfur, to establish the production of effective compound fodder additives and to avoid the purchase of them abroad.

In the interests of BELGOSPISHCHEPROM concern the laboratory for quality control of the agricultural raw material and ready food (in accordance with the European Union standards) both produced in the country and imported, will be established (Scientific and Practical Centre on Cattle Breeding of the National Academy of Sciences of Belarus).

BelREDIMMI will develop the new technologies:

  1. to produce the bacterial concentrate - Bacillus acidophilus in order to manufacture sour milk probiotic products;
  2. for children of preschool and school ages to produce new types of special-purpose sausages preventing from asiderotic anemia;
  3. to produce chopped meat and meat and vegetable semi-prepared foods of preventive purpose using biologically active substances and functional food additives;
  4. to produce the bacterial concentrates on the base of probiotic cultures of Lacto- and Bifidobacteria.

The National Centre of Information Resources and Technologies of the National Academy of Sciences of Belarus is planning to modernize the control unit over the national scientific network on the base of new information and communication technologies for speed protected access to the global scientific networks. It is planned to spend 1,075 million rubles for these purposes, including 645 million rubles are supposed to be received as humanitarian aid from the European Union countries and 430 million rubles - out of the budget of the Republic of Belarus.

For the purposes of efficiency increase of the innovative activities of the organizations and institutions of the National Academy of Sciences of Belarus, as well as for scientific and practical support of the implementation of the State Program for Village Revival and Development for 2005-2010 approved by the Decree of the President of the Republic of Belarus of March 25, 2005 No.150 “On the State Program for Village Revival and Development for 2005-2010” (National Register for Legal Acts of the Republic of Belarus, 2005, No.52, 1/6339) the following new productions have been established in the National Academy of Sciences of Belarus:

  1. Republican Biotechnological Breeding Centre for Dairy Cattle Breeding for rapid breeding of Belarusian specialized cattle breed of high-milk type with genetic potential 10-12 thousand kg of milk with 3.6-3.9 % fat and 3.2-3.3 % protein contents in order to distribute the breeding results rapidly in the whole agricultural production;
  2. development and application of the electronic system for control over the agricultural animal behaviour (Scientific and Practical Centre on Cattle Breeding of the National Academy of Sciences of Belarus);
  3. Republican Biotechnological Breeding Centre for Meat Cattle Breeding for rapid breeding of new Belarusian high-productive swine type with genetic potential 1-1.1 kg of average daily weight gain and for rapid distribution of the breeding results in the whole agricultural production (Scientific and Practical Centre on Cattle Breeding of the National Academy of Sciences of Belarus);
  4. Research Sector for development and application of the technologies for new animal prophylaxis, treatment and protection means production. It will be equipped with up-to-date equipment and biological protection systems for laboratories dealing with extremely dangerous infections and laboratories monitoring the infectious disease distribution in the industrial livestock business (Scientific and Practical Centre on Cattle Breeding of the National Academy of Sciences of Belarus);
  5. Breeding and Hybrid Complex and building of new phytotron sector for rapid breeding of new, competitive, high-productive, high-grade and stable domestic sorts and hybrids of cereals and leguminous plants, annual and perennial herbage (Scientific and Practical Centre on Agriculture of the National Academy of Sciences of Belarus);
  6. Breeding and Hybrid Complex and building of the up-to-date phytotron sector for rapid breeding process in the world level and breeding of valuable sorts and hybrids of potato, vegetables, fruits and berries (Scientific and Practical Centre on Potato and Fruit and Vegetable Breeding of the National Academy of Sciences of Belarus).

The production of high-effective preserving agents for preserving and storage of moist grassy fodder is supposed to be established (Scientific and Practical Centre on Cattle Breeding of the National Academy of Sciences of Belarus, Institute of Microbiology of the National Academy of Sciences of Belarus, AKTIBIOTEKH JSC, BIOTEKH Drogichin plant).

For the purpose of accelerated development of microbiological and medical industry it is planned to establish the biotechnological centre for the production of enzymatic agent GLUCOSE OXIDASE, inoculant for industrial production of biopreserving agents, biofertilizers, biopesticides (Institute of Microbiology of the National Academy of Sciences of Belarus, Biotechnological Centre).

The enterprise producing medicines will be designed and built on the base of buildings unfinished in Akademgorodok, V. F. Kuprevich St., city of Minsk (INSTITUTE OF PHARMACOLOGY AND BIOCHEMISTRY Scientific and Production Centre of the National Academy of Sciences of Belarus).

On the base of “Self-supporting Pilot Production of the Institute of Bioorganic Chemistry of the National Academy of Sciences of Belarus” Unitary Enterprise the pharmsubstances of antivirus and anticancer medicinal agents, including Fludarabel, Alamin, Cytosorbin, Carboplatin, Guaran, Virazol and others, will be developed.

In order to establish the new productions and new technologies in the existing enterprises of different industries of the national economy of the Republic of Belarus, the entities of the National Academy of Sciences of Belarus will develop and establish the manufacture of new products, including:

  1. laser sources for military equipment, medicine, application in the technological processes;
  2. grinders for fine grinding of ore materials in ore mining and processing enterprises;
  3. automated equipment set for plasma cutting of sheet metal materials;
  4. new modifications of the machining, cutting and boring tools using artificial diamonds and cubic boron nitride;
  5. bacteriological concentrates and ferments;
  6. articles made of high-performance structural and functional ceramics;
  7. high-performance magnetic materials and articles based on them;
  8. magnetic and acoustic gages for articles and systems;
  9. programming and technical complexes to support the product service life (CALS-technologies) for MINSK TRACTOR PLANT Republican Unitary Enterprise, BELARUSIAN AUTOMOBILE PLANT Republican Unitary Production Enterprise, VITYAZ Republican Unitary Production Enterprise;
  10. programming and technical complexes using the resources of cluster and supercomputer technologies SKIF for:
    1. banking information clearing system for small and non-preferred payments;
    2. processing and storage of the images of the Earth distance probing;
    3. solution of science intensive tasks for new product design.

The production of the unique optical goods competitive in the world market (ultra-violet and infra-red filters, high-resistant laser mirrors, polarizers, spectrodividers, interferometers of different types, optical delay lines and others) will be modernized.

For the purpose of the social and economic and innovative development of the regions the series of invention are planned to be applied.

In the region of Grodno

Within the framework of approved tasks GSEP “Building Materials and Technologies” and “Chemical Technologies and Productions” in 2006 the Institute of General and Inorganic Chemistry of the National Academy of Sciences of Belarus started the works on making the new water-dispersed priming paint and aqueous dispersions of epoxide and/or polyurethane polymers with planned application of product manufacture on the base of LAKOKRASKA JSC (town of Lida) in 2009 and 2010 accordingly. At the present time the experimental specimens of the priming paint and aqueous dispersions of the mentioned resins have been manufactured and are being tested.

In order to render the scientific support to the glass industry enterprises of the Republic of Belarus, in 2005 in the National Academy of Sciences of Belarus the laboratory of composite materials was established, one of the main directions of its activities is to study the regularity of chemical reagent synthesis from the intermediate products of glass production and to obtain the agents of chemical purity degree for needs of other economy industries. The program for reprocessing of the crystal glass production wastes with return of spent sulfuric-acid polishing solutions into the process, developed in the institute, was implemented within the framework of the regional scientific and engineering program for the region of Grodno (task 04 “to develop and apply the new technologies for reprocessing of the crystal glass production wastes in  NEMAN Glass-Works JSC, time of performance: 2004-2006). The application of new technologies will enable to reduce the consumption of sulphuric acid essentially, sulphuric acid rate of use will amount to less than 200 kg per 1 ton of finished products and this noticeably lower than the existing parameters (700-1000 kg/ton) and two times more effective than the best world samples (400kg/ton). Moreover, the quantity of lime used for neutralization of acid solutions and volume of hard wastes will be reduced. The implementation of the technology for reprocessing of absorption solutions will ensure the production of more than 300 ton of silicofluorides, 30 ton of fluoride - ammonium bifluoride and other fluorides, and this will enable to decrease the import of these products significantly for the enterprises of metallurgical and light industries.

In the region of Mogilev

IPOC NAS of Belarus has developed and operates the domestic production of ionite fibers FIBAN in pilot-industrial scale. The further growth of the output volume is restricted by the absence of the industrial technology for small-capacity production (~ 100 tom per year), in particular, by absence of the necessary special equipment. In this connection the Institute forwarded the offers to the Program of the Union State “Creation and Update of the Technological Processes and Equipment of the Enterprises Producing Chemical Fibers and Filaments for 2007-2010” about the development of the specialized equipment in order to obtain the fibrous ionites and about the development of fibrous catalysts on this base for water deoxygenation.

Under the results of the meeting between the Belarusian and Russian parties in BELNEFTEKHIM concern it was decided to include the subject 4.4 “Creation of the equipment for production of ion- and electron-exchange fibers, including palladium-containing fibrous catalysts” into the union program mentioned. After this project accomplishment the industrial production of ionite fibers will be started, the necessity to increase the production of the ionite fibers is caused by the perspective to use them in heat-and-power engineering (catalytic removal of dissolved oxygen out of water) and in agriculture (air purification in animal stock building from ammonia), as well as the export possibilities of the materials.

Expansion of MOGILEVKHIMVOLOKNO JSC facilities for nonwoven textile material production will be important at the final stage of obtaining of the work forms of fibrous ionites.

Within the framework of the tasks of  GSEP “Building Materials and Technologies” (subprogram “Chemistry in Construction”) the Institute of General and Inorganic Chemistry of the National Academy of Sciences of Belarus developed the technology to obtain the foamed gas concretes with reduced consumption of aluminium powder due to introduction of pore-forming materials. The compositions of the pore-forming materials were obtained on the base of modified wastes of different enterprises of the Republic of Belarus. MOGILEV SILICATE ARTICLES PLANTS CJSC, being the largest manufacturer of articles from cellular concrete with autoclave hardening in CIS and Baltic states, including wall and partition blocks and wall panels, produced 2050 Mj-cellular concretes for the amount of more than 100 thousand US dollars using the pilot batch of the pore-forming materials. The usage of the developed pore-forming materials decreases the consumption of expensive, imported alumium powder for 15-25 per cent and increases the foamed gas concrete strength for 10-12 per cent at maximal use of local raw materials and production base, it decreases the transport and storage costs significantly and loosen the dependence on the external suppliers of raw materials. With the aim to apply the developed technology in 2006 the technological line for pore-forming material storage, dosage and introduction into the foamed gas concrete production process was mounted put into operation in MOGILEV SILICATE ARTICLES PLANTS CJSC.

The road-building organizations of MOGILEVOBLDORSTROY Unitary Enterprise carried on the pilot and industrial testing of surface treatment of road carpets and preparation of emulsion-mineral mixtures for road patchwork using new emulsifiers developed by the Institute of General and Inorganic Chemistry of the National Academy of Sciences of Belarus and adhesion additives of series “BELEM” (State Standard “ÒÓ” (Technical Conditions) of the Republic of Belarus 190512898.001-2004). The application of these inventions in road building practice in the region of Mogilev will give the opportunity to reduce the import of expensive foreign emulsifiers, energy and material expenses during road building, repair and maintenance, especially in rural areas.

The Institute of General and Inorganic Chemistry of the National Academy of Sciences of Belarus developed new phosphorous-calcium biologically active additives of series DOPINAT. Together with the Mogilev State Food University the impact of the biologically active additives DOPINAT-SELEN and DOPINAT-IOD on the quality and nutritive value of food was studied, the receipts, technical conditions and process instructions for bakery articles enriched with macro- and microelements, including iodine and selenium, were worked out. In Mogilev Gelatinous Plant the pilot production of one of the additives of the series DOPINAT was arranged. Application of new sorts of flour with improved mineral composition, increased nutritive and biological value is particularly important for the people residing on the areas of the region of Mogilev and region of Gomel polluted with radioactive nuclides.

IPOC NAS of Belarus together with the Mogilev State Food University resolves the problem of production in the Republic of Belarus of lactic acid and polymers on its base.

The lactoserum can be used as a raw material for the production of lactic acid by biotechnological method, the lactoserum resources amount to 200 thousand ton per year in the republicof Belarus.

 

In the region of Brest

The Polesye Agrarian and Ecological Institute of the National Academy of Sciences of Belarus worked out the adaptive technologies for seed-growing of xerophyte,  annual legumes aimed to ensure the high crop-producing power and product quality in the meliorated areas of the region of Brest.

For the first time in this region the laboratory for assessment the fodder quality is established, this laboratory carries on the complete zootechnical analysis of fodders, mixed fodders and fodder additives.

The technology for production of the biologically active additives FITOPOLESYE-ANTIOKSIDANT No.1, 2 and 3 and nonalcoholic non-carbonated beverages FITOPOLESYE No.1, 2, 3, 4 and 5, being the source of cheap vegetative high-efficient natural water-soluble antioxidants, has been worked out and EKZON Republican Unitary Enterprise will organize the serial production.

The protected nature territories have been assessed. It is planned to adapt these objects to the present tasks of the social and economical development.

The practical base of the new form of nature management - agrarian ecological towns, the economical variants of ecological optimization of reclamation ecological systems and landscape and architectural medium of these towns are being worked out. The scientific support will be rendered to the building projects concerning the effective use of biological resources, non-metallic minerals; road and housing and communal services.

The recommendations for reconstruction of the waste disposal plants (seven plants) of the region of Brest and sanitary protection zone projects for 20 water-supply plants of the region of Brest have been worked out. The projects of the norms for pollutant permissible discharge have been worked out and will be applied (for 7 plants).

 

In the region of Vitebsk

The innovative activities will be implemented in accordance with the measures for the scientific and engineering cooperation of the scientific institutions of the National Academy of Sciences of Belarus with the enterprises and organizations of the region of Vitebsk approved by the Chairman of the Vitebsk Region Executive Committee and the Chairman of the Presidium of the National Academy of Sciences of Belarus on December 7, 2005.

The document comprises more than 100 names of the scientific, scientific and engineering and innovative projects what will be implemented in favour of the organizations of the region. The main ones are:
for the purpose of improvement of the management system in the region of Vitebsk:

  1. creation of the comprehensive automated management system for the region; development of satellite technologies for automated monitoring; development and application of automated management system for medical institutions (developer - United Institute of Informatics Problems of the National Academy of Sciences of Belarus);
  2. development and application of the production of fodder mineral-vitamin-food additive (SAPRO-VITA) to enrich the ration of the agricultural animals (Vitebsk Regional Agricultural Experimental Station);
  3. arrangement of the production of organic fertilizers, soil substrates and artificial agricultural soils on the base of the organic raw materials of the Republic of Belarus and wood recycling products (United Institute of Energy and Nuclear Research - Sosny of the National Academy of Sciences of Belarus, Republican Centre for technology Transfer);
  4. scientific support for seed-growing of regionalized sorts of long-fibred flax (Institute of Flax of the National Academy of Sciences of Belarus);

for the purpose of technical modernization:

  1. development and provision with up-to-date devices for nondestructive check and technical diagnostics (Institute of Applied Physics of the National Academy of Sciences of Belarus, NAFTAN JSC), obtaining of hard commercial paraffin from wastes (gatch) of oil productions (Institute of Chemistry of New Materials, Polotsk State University) and other projects;
  2. improvement of the synthesis technology and production of pilot batch of superhigh-molecular-weight polyethylene (IPOC NAS of Belarus);
  3. development of biodegradable polymer materials and articles on the base of polyethylene and modified starches (IPOC NAS of Belarus, Institute of Metal-polymeric System Mechanics of the National Academy of Sciences of Belarus, POLIMIR JSC) and others;
  4. development of mechanical gages with unified electric pickup signal for control systems and mobile machine diagnostics (strength, pressure, vibrations and acceleration) on the base of piezoceramic transducers (United Institute of Mechanical Engineering of the National Academy of Sciences of Belarus, United Institute of Solid-State and Semiconductor Physics of the National Academy of Sciences of Belarus, MONOLIT Vitebsk Radio Component Plant, Republican Unitary Enterprise and other instrument making enterprises of the region);
  5. preparation and serial production of multilayer piezoceramic  actuators, transformers and  sensing devices for mechanical gages (United Institute of Solid-State and Semiconductor Physics of the National Academy of Sciences of Belarus, MONOLIT Vitebsk Radio Component Plant, Republican Unitary Enterprise);
  6. development and production of the series of piezoelectric batteries to be used as an independent supply source for electronic circuits with high level of charge and low voltage, in particular, for supply of electronic locks, different security systems and others (United Institute of Solid-State and Semiconductor Physics of the National Academy of Sciences of Belarus, MONOLIT Vitebsk Radio Component Plant, Republican Unitary Enterprise);
  7. development and application of synthesis of cation-active surface-active substances of imidazoline type (Institute of Chemistry of New Materials of the National Academy of Sciences of Belarus, POLOTSK-STEKLOVOLOKNO JSC);
  8. development of scientific basis for synthesis by methods of vacuum ion-plasma surface treatment technologies, resistant to gas corrosion (Institute of Technical Acoustics of the National Academy of Sciences of Belarus, POLOTSK-STEKLOVOLOKNO JSC);
  9. development of the technology of and arrangement of the production of the fodder threonine (IPOC NAS of Belarus, OBOLSK FODDER ADDITIVEPLANT JSC);
  10. development of the technology and equipment for pneumodynamic strengthening of crankshafts of internal-combustion engines (Polotsk State University, United Institute of Mechanical Engineering of the National Academy of Sciences of Belarus, VITEBSKMOTOR REPAIR PLANT JSC);
  11. development and production of new cutting tools (Physicotechnical Institute Acoustics of the National Academy of Sciences of Belarus, Polotsk State University, VIZAS JSC, IZMERITEL Plant, Republican Unitary Production Enterprise) and otherinnovative projects).

In the region of Minsk

In the framework of the agreements between the Institute of General and Inorganic Chemistry of the National Academy of Sciences of Belarus and BELNEFTEKHIN concern, BELAVTODOR Department of the Ministry of Transport and Communications, Ministry of Architecture and Construction, BELARUSKALIY Production Association Republican Unitary Enterprise the following inventions of the said Institute are planned to be applied:

  1. absolutely new technology for nodulizing of potash fertilizers, this enables to obtain new forms of granulated potash fertilizers, including mixed fertilizers and fertilizers of increased agrochemical value (containing microelements);
  2. up-to-date technology for dehydration and filtration of clay residues being the result of sylvinite ore dressing and collected in residue collectors;
  3. new reagent mode of oil residue inspissation process with use of binary system of polyelectrolyte- flocculants;
  4. plasticized cement setting retarder and set strength accelerant;
  5. aqueous dispersions of industrial resins (epoxide and polyurethane) as filming agents for protective paint-and-lacquer materials;
  6. BIOKOM anticorrosive composition with bioprotective properties (construction project of the 4th mine management office of BELARUSKALIY Production Association Republican Unitary Enterprise and NEMAN Glass-Works JSC).

For the purpose of successful performance of the tasks the National Academy of Sciences of Belarus thinks necessary to accomplish the following measures.
In abstract science in order to maintain the “knowledge generation”, to preserve the scientific directions which:

  1. maintain the scientific support for the priority directions of the social and economical development of the country,  priorities of the innovative, scientific and engineering and scientific activities;
  2. stand at the level securing the international competitive advantages of the Republic of Belarus in the growth of applied researches and development activities,
  3. secure the national safety;
  4. are necessary for the national humanitarian field development.

In the abstract science directions where the domestic science does not reach the world level, to maintain the process of reproduction of the specialists capable to fulfill the expert functions at the assessment of expediency of foreign technology use. The scientific organizations which activities do not comply with the priority directions and mentioned criteria will be transferred to similar industrial institutions or institutions of higher education.

In the sector of applied researches and inventions the principle of co-financing by potential customers and out of the budget means will be adhered to permanently. The efforts of National Academy of Sciences of Belarus will be aimed at formation of the legal conditions stimulating the establishment of special scientific and practical entities “under the problem”, “under the industry development strategy”, under the special task of formation of competitive advantage in some sphere of national economy.

In innovative activities, together with activation of the efforts for application of academic inventions and innovative infrastructure development, the National Academy of Sciences of Belarus will continue to develop the scientifically reasonable recommendations for improvement of the National Innovative System of the Republic of Belarus as a whole and increase the efficiency of use of the state funds intended for the economy modernization.

 The scientific researches in the National Academy of Sciences of Belarus will be carried on in strict accordance with the priority directions of the scientific and engineering activities for 2006-2010 approved by the Decree of the President of the Republic of Belarus of July 6, 2005 No. 315 (National Register for Legal Acts of the Republic of Belarus, 2005, No.107, 1/6607) and the List of the Priority Directions of Abstract and Applied Scientific Research in the Republic of Belarus
for 2006-2010 approved by the Resolution of the Council of Ministers of the Republic of Belarus of May 17, 2005 No.512 (National Register for Legal Acts of the Republic of Belarus, No.78, 5/15981).

The National Academy of Sciences of Belarus thinks the improvement of patent system and protection of incorporeal rights is one of the most important mechanisms for innovative activities development. The number of applications for the subjects of intellectual property is planned to be increased in 1.6 times for five years, and the number of titles of protection obtained for the subjects of industrial property – in 2.45 times.

The goal – to enter the world scientific and technological space – will be achieved by means of the accelerated growth of the average annual increase of the products manufactured for export, works (services) performed under the contracts with the foreign customers, debt means under the grants, this characteristic is forecasted to reach 13.4 per cent, for the budget  organizations – 25.6 per cent, and in 2010 the export volume will amount to 18 million US dollars corresponding to 1.7 times increase (including for budget organizations – 2.28 times) in comparison with 2005.

The National Academy of Sciences of Belarus will make all efforts to increase the efficiency of the scientific and research and innovative activities, formation and development of the National Innovative System of the Republic of Belarus. For these purposes the innovative infrastructure units will continue to be established – scientific and practical centres, associations, technology transfer centres and other units of innovative infrastructure corresponding to the tasks of separate scientific industries and peculiarities of their interaction with the economy industries. The participation of the organizations of the National Academy of Sciences of Belarus will be extended in the activities of High Technology Park.

The development of the following legal basis will be put in the base of the innovative activities of the National Academy of Sciences of Belarus:

  1. innovative development of the economy;
  2. creation of resource- and energy-saving technologies for competitive product manufacture;
  3. new materials and new energy sources;
  4. information and telecommunication technologies;
  5. technologies for production, processing and storage of the agricultural products;
  6. ecology and rational nature management.

For the purpose of creation of the regulatory and legal base for new technology development, invention and application of the offers for special legislation branches, the draft regulatory and legal acts will be worked out in order to ensure:

  1. the improvement of the system stimulating the scientific, scientific and engineering and innovative activities;
  2. determination of the rights for the results of the innovative activities received with use of the budget funds;
  3. improvement of commercialization system, economical turnover and protection of rights for the subjects of intellectual property;
  4. improvement of the financing system, allocation of risks and governmental support of innovative activities.

As a result of the measures stated above, the total volume of the works performed by the entities of the National Academy of Sciences of Belarus under all sources of finance in 2010 should increase in 2.3 times in comparison with 2005, including the volume of the scientific and research, experimental and experimental and technologies works performed under the business contracts – in 3.7 times at small reduction of the total number. It is planned to increase the volume of the marketable products made by commercial organizations in 1.7 times.

The total extent of financing for creation of new enterprises, new productions in the existing enterprises and modernization of the existing productions in 2006 - 2010 will amount to 153,836 million rubles, including out of the budget of the Republic of Belarus – 131,292 million rubles, out of local budgets - 80 million rubles, out of bank credits – 10,000 million rubles, others – 12,464 million rubles
