The main goals of the construction sector consist in satisfaction of needs of the population and national economy for high-grade construction product, reduction of material and energy consumption, improvement and competitive recovery of products.

Priorities of the construction sector development include creation of new technologies, expansion of innovative energy-saving technologies application, development and modernization of production basis, development of innovative walling technologies.

Implementation of program measures will enable to attain the following targets by 2010: share of innovative product will make 16.2 percent of the total factory shipment; share of certified product will amount to 78 percent of the aggregate output; wear rate of active parts of basic production assets will drop to 65.7 percent; share of expenses for equipment, toolware and implements will make 79 percent of investments in the fixed capital.

The national construction sector of the Republic of Belarus includes over 4.5 thousand of enterprises producing construction materials, scientific organizations, design and survey institutions, wherein more than 30 thousand specialists are employed. Products, works, and services of the construction sector of the national economy make over 14 percent of the gross domestic product.

Against decrease in the number of workers for objective reasons, the construction sector has maintained strong growth rate of efficiency and building volume during the recent years and thereby fulfilled the most important social task to provide the population with housing and develop the country’s infrastructure.  

Innovative development of the organizations subordinate to the Ministry of Architecture and Construction for 2007 – 2010 shall be carried out in accordance with the State Comprehensive Program of Resource and Technical Base of Building Production Development for 2006 – 2010, approved by Ordinance of the Council of Ministers, Republic of Belarus, No. 1118 dated September 1, 2006 (National Register of Legal Acts of the Republic of Belarus, 2006, No. 145, 5/22842), wherein all factors, conditioning fulfillment of main tasks set to the construction sector, are agreed.

The goal of such mentioned State Comprehensive Program is to ensure sustainable progressive development of the construction sector in the Republic of Belarus, fulfillment of the sector development targets set by the President and the Government of the Republic of Belarus for the near-term and medium-term outlook.

Implementation of such Program will enable to ensure:

1. fulfillment of targets related to residential housing, social and cultural projects, industrial projects construction volume;
2. modernization of production facilities and increase of production capacity of large-panel house building plants up to 1.55 million m² of housing by 2010;
3. modernization and adoption, by the construction organizations, of housing precast structural concrete within the sectional framework design-and-technological system, under increase of output up to 0.62 million m² of housing in 2010;
4. growth of housing construction volume within the precast and cast-in-situ construction and solid construction design-and-technological system, and commissioning of as many as 1.1 million m² in 2010;
5. growth of housing construction volume in the rural area, up to 1.85 million m²;
6. launching and mass construction of energy-efficient residential houses; reduction of energy consumption for heating by more than 30 percent;
7. modernization of walling production facilities, including building bricks and gas-lime-sand blocks, with a view to ensure their competitive ability;
8. output of over 6 million tons of cement in 2010;
9. launching the production of efficient heat insulation, including silicate cotton, hardly-inflammable polystyrene; bringing production volume up to 550 thousand m³ for silicate cotton, 650 thousand m³ for polystyrene;
10. launching the production of sealing mastic for large-panel house joints, plasticizers, to ensure 50 percent and greater drop of energy consumption for manufacture of concrete and reinforced concrete products.

In the List of organizations and production facilities which creation is scheduled under the State Program within the Ministry of Architecture and Construction system, the following can be marked out:

1. commissioning, in 2010, of an ore-dressing and processing enterprise based on Sitnitskoye deposit, for facet production;
2. building of furnaces for cement output, at Krichev-Cement-and-Slate Production Republican Unitary Enterprise, Krasnoselskstroymaterialy Open Joint Stock Company, Belarusian Cement Mill Production Republican Unitary Enterprise;
3. creation of production facilities for construction materials output, at Gomel GOK Open Joint Stock Company, Dolomit Open Joint Stock Company, Gomelsteklo Open Joint Stock Company, JV Gomel Bottles and Jars Factory Closed Company, Neman Glass Factory Open Joint Stock Company, Borisov Crystal Works Production Republican Unitary Enterprise.

In 2007 – 2010, the total amount of financing for creation of new enterprises or new production facilities at the existing enterprises, and modernization of the existing enterprises will make 1429511 million roubles, in particular, 55269 million roubles from the Republican budget, 3300 million roubles from local budgets; 503223 million roubles at the expense of banking credits, 13095 million roubles at the expense of loans and borrowing, 854624 million roubles from other sources.
