For the purpose of improvement of the methods and forms of implementation of the state policy in the sphere of the scientific, scientific-and-technical and innovation activities, coordination of the actions of the state run public authorities of the Republic as well as local executive and regulatory authorities and organizations for implementation of the State Programme, the State Committee for Science and Technologies will provide a number of measures, including:

• Creation of the Republican Expert and Analytical Centre for Sciences, Innovations, New and High Technologies;
• Creation of the Information and Analytical Centre for Planning and Forecasting the Training of the Highest-Qualification Scientific Works;
• Creation of regional information and consulting centres in the sphere of the scientific-and-technical and innovation activities.

The Belarusian Institute of System Analysis will organize the network interaction with the regional centres of scientific-and-technical and business information for the information support of the development of the innovation activities and improvement of the innovation activity in the regions (including the matters of business planning of the innovation and investment projects, technological audit, product certification, etc.). The material and technical basis of the regional centres of scientific-and-technical and business information and scientific-and-technical libraries will be reinforced.

The State Committee for Science and Technologies and Republican Scientific-and-Technical Library jointly with the concerned state run public authorities of the Republic will elaborate the programme of development of the networks of scientific-and-technical libraries and library-and-information serviced of enterprises. Implementation of the measures of this programme will make it possible to improve the quality and efficiency of providing the subjects of innovation activities with library services and contribute to the improvement of the competitiveness and rise in the volumes of export of goods and services.

The industrial retro-conversion of the numerical catalogue of the normative-industrial publications will be performed by the year 2010 that will make it possible to raise the level of providing the users with the reference-information and document services at the cost of providing them with the remote access to all most important documents in the field of standardization and certification as well as to cut down the organizations’ expenses for acquiring the necessary documentation by replacing the same by its electronic copies.

The infrastructure of the financial provision of the innovation activities including the development of the mechanisms of financing the innovative projects on the repayable basis and financial support of creation and functioning of the innovation organizations will be further developed.

It is planned to create five branch and representative offices of the Belarusian Innovation Fund in the regions of the Republic by the year 2010. The automated information and analytical system for preparing the innovation proposals, monitoring the implementation of the innovative projects and accounting the consumption of financial resources allocated for implementation thereof will be also created at the Belarusian Innovative Foundation.

The above measures will allow the Belarusian Innovative Foundation to bring the total volume of the means to be allocated for financing the innovative projects and works for organization of the manufacture of science intensive products up to 50 billion roubles per annum by the year 2010.

The National Centre of Intellectual Property will develop and put into operation the integrated system of automation of the patent activities allowing for not only performing the searching and reference functions (search, storage, recording, indexing, selection and issue of the documents), but also for automation of other operations including those in the field of patent paperwork, translation of the patent documentation, control of paying the dues, etc. Introducing such a system will make it possible to reduce considerably the laboriousness and speed-up the performance of the expert examination of the application concerting the industrial-property objects.

The State Committee for Science and Technologies jointly with other state run public authorities of the Republic and National Academy of Sciences of Belarus will perform the monitoring of the progress of performance and scientific support of the implementation of the measures of the State Programme in its main directions:

• Analysis and improvement of the legislation in the field of the innovation activities, creation of the favourable legal environment for innovative development of the economy;
• Formation of the innovative infrastructure, creation of new subjects of innovation activities;
• Improvement and development of the financial infrastructure for providing the innovation activities, creation of the mechanism for its motivation and stimulation;
• monitoring and improvement of the staffing for innovation activities;
• Analysis and optimization of the scientific-and-technical forecasting system, development of the institution of expert examination and audit;
• Improvement of the system for branch-wise and regional planning of the scientific-and-technical and innovation activities;
• Improvement of the system of statistical indicators of the scientific-and-technical and innovation activities;
• Improvement of the protection and management of the intellectual property;
• Information provision of the innovation activities;
• Coordination of the interaction of the state run public authorities and elements of the National Innovative System of the Republic of Belarus.

The total volume of financing of the works for implementing the basic measures of the long-term plan of the innovative development adopted by the State Committee for Science and Technologies and organizations subordinated to it for the years 2007-2010 will be 15,700 million roubles, including 15300 million roubles from the Republican Budget’s funds and 400 million roubles – from other sources.
