The main objective of the innovative development of Mogilev Region for the years 2007-2010 consists in ensuring the further increase of the standard and quality of life of the population on the basis of the development and efficient use of the human potential, technical retrofitting and improvement of the structure of economy and improvement of its competitiveness.

The priorities include the reconstruction of the enterprises of the chemical and petrochemical branches, replacement of the worn-out equipment, introduction of advanced technologies of processing the raw and other materials and implementation of the resource-saving measures as well as for ensuring the ecological safety.

The implementation of the programme measures will make it possible to achieve in the year 2010 the share of the innovative products in the total volume of the products shipped of 7.8 per cent, the share of certified products in the total volume of the industrial production of at least 70 per cent and to increase the share of expenses for the equipment, tools and inventory in the investments in the fixed capital up to 50.2 per cent.

For the last years, the work for attracting investments in the fixed capital has been intensified in the region. Within years 2001-2005, the Region provided for more than twice rise investments in the fixed capital in comparison of the year 2000 (while the specified figure for the Republic was 160-170 per cent); for the last three years it was about 30 per cent yearly and in 2005 the volume index exceeded for the first time 1 trillion roubles.

The implementation of the investment projects by the organizations subordinated to the Regional Executive Committee has made it possible to perform a considerable volume of works for creating the production of high-quality beer at Syabar Brewery Company Joint Closed Joint-Stock Company, to perform a number of works for organization of production for processing the polyethylene bottles at RePlas-M Foreign Private Production Unitary Enterprise, proceed to organization of the production of railway cargo rolling stock at Mogilev Rail Carriage Building Works Joint Closed Joint-Stock Company and introduce the technology for production of foam concrete at the Shklov Factory of Building Materials and Articles State Unitary Utility Subsidiary Production Enterprise, etc.

The achievement of the said results was promoted by the work performed in the field of innovative activities. One of catalysts of the innovative processes in the Region is the RSTP “Development of Mogilev Region”, the main tasks of which are featured by not only the scientific novelty, but also high economic efficiency.

In accordance with the scientific and technical development, the works on 16 projects including 7 transitory ones will be carried out from the year 2006. It is planned to assign about 1.4 billion roubles for their implementation including those from the Republican Budget’s funds to the amount of 675.5 million roubles.

Proceeding from the basic schedule of tasks of the Regional Scientific and Technical Programme “Development of Mogilev Region” for the years 2006-2010 corresponding to the regional priorities of the scientific-and-technical activities, it is planned to assign the total amount of over 10.1 billion roubles for financing the Programme. Here 4.6 billion roubles will be assigned from the Republican Budget’s funds, and the rest – from the organizations and off-budget funds. It is planned to assign 941 million roubles from the total volume of financing of the RSTP in the years 2006-2010 for performing the tasks of the organizations subordinated to the local executive and administrative authorities and having no departmental subordination.

The practical adoption of the scientific and technical production is particularly significant for organization of the implementation of the Programme. In this connection, the basic schedule of projects of the RSTP “Development of Mogilev Region” for the years 2006-2010 was formed on the basis of the technological needs of the Region’s enterprises with carrying out the marketing researches for introducing the results of the R&D works and determining the efficiency of application of the new technology.

To achieve the objectives of the Programme and solve the tasks set forth, Mogilev Regional Executive Committee has developed the directions of the research work, one of which consisted in development of new science-intensive products with the use of local raw materials resources. In this direction, in 2008 the new mineral additive and organic-mineral composition for the crop production will be developed with the use of tripoli powder from Stalnoye Deposit of Khotim District of Mogilev Region. The implementation of the project will contribute to increase the soil fertility and rehabilitation of the agricultural lands contaminated with radio nuclides due to the accident at Chernobyl Nuclear Power Plant. In 2008, Trepel-M Superadded Liability Company will develop the technology of production of the fodder tripoli powder for the purpose of use the latter as a biologically active additive in mixed fodders for pigs.

Within the framework of the RSTP for the Health-Protection Administration of Mogilev Region, it is planned to put into operation the computerized intraoperation-monitoring complex with differentiated diagnostics of the abdomen diseases when performing the laparoscopic operations.

In 2009, Belarusrezinotekhnika Open Joint-Stock Company jointly with the Belarusian State Technical University plan to complete the development of elastomeric composition materials and technology of obtaining reinforced rubber articles on their basis to provide for sealing the movable and immovable connections of parts of the transport-machine building as well as to develop the resource-saving technology with the use of rubber-production waste for obtaining new materials.

The priority strand of the investment policy of the Region in the years 2007-2010 will be attraction of investment resources to the production sphere and concentration of them on the implementation of the investment projects with high science intensive and resource-saving technologies of the export and import-substituting orientation.

To intensify the investment activities, a complex of measures for investment activities in Mogilev Region for the year 2006 including the schedule of investment projects providing for creation (expansion) of new facilities in small and medium towns in 2006 was approved by the decision of the Regional Executive Committee No.6-14 dated April 7, 2006 “On the Additional Measures for Investment Activities in the Mogilev Region for the year 2006”.

Within the framework of the said schedule in 2006 - 2007, the following facilities will be started-up:

- modern production of juices at Bobruisk Canning Factory Open Joint-Stock Company with the capacity of 15 million litres of juice per year. The implementation of the first stage of the project with the volume of investments of 10 million US dollars is planned within one year. At this stage, the work for development of mutually acceptable conditions of selling the shares to a foreign investor is in progress;

- production of hard rennet cheeses at Belynichi Branch of Babushkina Krynka Open Joint-Stock Company with the productivity of 20 tons daily. The implementation of the investment project will make it possible to improve the quality, increase the production volumes and extend the range of cheeses being produced.

Besides, the organizations subordinated to the local executive and administrative authorities plan create new facilities at:

Mogilev Gelatinous Open Joint-Stock Company: organization of the area for production of precipitate. The precipitate is used as fertilizer or additive to fodders for animals. It is a calcium salt of phosphorous acid, dicalcium phosphate crystallizing with two water molecules. The maceration alkali liquors being waste of demineralization of extraction cake (raw material for gelatine production) is used as initial raw material for production of the fodder precipitate; the lime milk is used as reagent;

Administration of Utility Enterprises Utility Unitary Enterprise of the city of Mogilev: reconstruction of the garbage processing plant for the plant for disposal of the domestic waste (1st starting complex) which is planned to be completed in 2007, the amount of financing is 11.7 billion roubles. The technology of the newly created enterprise provides for disposal of the organic mass of solid municipal waste by industrial vermicultivation and production of vermihumus and biomass as well as vermiculture biomass on its basis;

Rassvet СПК named after K. P. Orlovsky and Dnepr Firm УКАП: creation of new facilities with applying new technologies of production of vegetables in protected soil with multivolume substrate of mineral cotton with the use of drop watering. The microclimate system is used additionally: dividing the heating system into loops, system of vertical and horizontal curtaining-off, use of carbon dioxide for extranutrition and of the system for additional illumination of plants;

Oil-Bearing Crops Processing Plant Unitary Utility Production Enterprise: organization of production of biological fuel on the basis of rapeseed oil. This project provides for increase of the volumes of production of rapeseed oil twice, for which purpose the Enterprise plans to acquire the line for production of vegetable oil by the cold-pressing method with the capacity of up to 5 thousand tons per year, the equipment manufacturer is Farmet Joint-Stock Company, Czechia, and acquisition of the process equipment for production of biological fuel.

The Scientific and Analytical Centre of the Information, Innovation and Transfer of the Technologies (city of Mogilev) propose to create the information and consulting business centre on the basis of the centre and regional branch of the Republican Scientific and Technical Library. The main tasks of the above centre are promotion of the development of the innovative activities in the region, study of the demand for and supply of the innovative products, promotion of introduction of science-intensive technologies of science-intensive technologies and creation of innovative enterprises, marketing of the market of innovations and transfer of technologies, information support of implementation of innovative projects and introduction of new R&D works and technologies ensuring the extension of the output of competitive products.

For the purpose of increase of the innovative activity of the industrial organizations, of the designing organizations and entrepreneurs, it is planned to:

• Hold the regular scientific and practical conferences, workshops, business meetings, fairs of technologies, etc.;
• Creation of the unified information resource in the form of the Internet-portal, which will contain the information for the methods of implementation of innovations and databank for innovation proposals of the organizations.

The total amount of financing of the works for creating new enterprises and new production facilities at the operating enterprises as well as modernization of the operating facilities in the years 2007-2010 will be 197,133.5 million roubles, including that from the Republican Budget’s funds to the amount of 9,404.0 million roubles, from the local budget – to the amount of 22,554.0 million roubles, at the cost of bank credits – 105,984.0 million roubles, at the cost of loans – 4,066.0 million roubles; and from other sources – 55,125,5 million roubles.
