The main objective of the Ministry of Education within the economic modernization on the basis of innovative technological solutions in 2007 – 2010 shall be the search for optimum scientific solutions, development of innovative technologies, development of competitive science intensive products, and subsequent scientific support of application thereof in other trades.
The priority lines of the educational system development for the forthcoming period shall be: development of new forms of preschool education, first of all in rural areas; application of health-preserving technologies; creation of efficient mechanisms for interaction between the vocational education system and the customer organizations that wish to get skilled personnel; strengthening ties between higher education and fundamental and applied sciences.
Implementation of program measures will enable to attain the following targets by 2010: share of innovative product will make 54.1 percent of the total shipment; wear rate of active parts of basic production assets will drop to 13.5 percent; share of expenses for equipment, toolware and implements will make 9.1 percent of investments in the fixed capital.
In the course of the State Program, the Universities are scheduling implementation of their projects with a view to create new facilities and apply innovative technologies at the operating enterprises both within the State, branch, regional scientific and engineering programs, and within contractual works.
The following projects will be implemented within the regional programs:
- know-how for Gisinar polyelectrolitic gel production for crop seeds incrustation (Minsk Regional Executive Committee);
- technology of continuous diesel biofuel and glycerol production from the rape (Mogilev Regional Executive Committee);
- expellers for vegetable-fiber-materials for woodworking enterprises (Grodno Regional Executive Committee).
Development of the Belarusian State University (hereinafter BSU) in 2007 – 2010 will be mainly connected with creation of new and modernization of existing operating production facilities. In particular, innovative technologies developed at Adams BSU Scientific Production Institution (hereinafter Adams BSU SPI RUE) will enable to produce superhard synthetic diamond monocrystals.
Production of firefighting surface-active agents will be organized in the premises of Republican Human Problems Centre, to ensure full satisfaction of needs in the Republic.
Unidragmet BSU Research Institution, Republican Unitary Enterprise, is planning application of the precious-metals-containing loose material sampling technology. The output shall be the certified lots of scrap metal and waste containing precious metals. Also, the technology of annealing scrap metal obtained from radio-electronic devices, for organic matters removal, will be applied at the same Institution.
BSU Special Equipment Design Office, Pilot Production Unitary Enterprise, is planning to launch production of computer-aided systems and peripherals for road and railroad traffic control.
An integrated process technology to release the drug detection tests will be applied, and production of the drug and psychotropic substance identification tests will be launched at Sand BSU Research Institution, Republican Unitary Enterprise. In addition, production of reagent kits for immune-enzyme aflatoxin and triazine herbicide detection in the environment, agricultural products and food products will be developed at the same Institution.
Production facilities available in Metolit Technopark of the Belarusian State Polytechnic University will be developed through creation of new and modernization of the existing production facilities, including the following:
- manufacturing equipment for heat-wet treatment of materials and fabrics in the light industry;
- medical-purpose equipment and tools;
- manufacture of laser data identification tags for farm animals tagging;
- production of forming rolls and other parts for metal manufacture;
- production of heat-resistant and chain-elevation rough fasteners for the cement rotary kilns;
- manufacture of the equipment for magnetoabrasive processing for electronic, optical, and laser equipment;
- production of new auxiliary materials for foundry;
- production of absorption biochemical plants for vent air purification from hazardous organic compounds;
- production of precision welding and cutting laser technological sets.
To launch the production of such mentioned innovative goods, Metolit Technopark of the Belarusian State Polytechnic University plans to utilize funds from the Republican and local budgets to the amount of 671.7 million roubles, loans and funds from other resources to the amount of 1030.8 million roubles. Polytechnic Pilot Plant will release its innovative products at the expense of funds borrowed from the customers in the amount of 4460 million roubles.
Monetary investments in the amount of approximately 1.7 billion roubles and about 8.7 billion rouble will ensure full-scale production, by Metolit Technopark and BSU Complex respectively, of innovative high-tech science-intensive products by 2010, demanded by the organizations of the Republic, thereby solving the problem of import substitution and export of goods.
Recovery of budget funds allocated for associated research efforts, development work, and experimental design by the time of attaining full capacity, will not exceed 3.5 years in whole.
According to the Small Capacity sub-program of Chemical Technologies and Production SREP, creation of new production facilities (combined with application of innovative technologies) at the operating enterprises is planned:
- Mix diesel biofuel (Belneftekhim Concern; BSU Physical and Chemical Problems Research Institution (hereinafter BSU PCP RI).
- Process technology for nickel-boron coating electrochemical deposition, in particular, with a new boron-bearing composition. Nickel-boron coated electrical products and parts (the Ministry of Industry; BSU PCP RI).
- Technology of electrochemical deposition of copper-bearing and nickel-bearing protective decorative coating, sealing copper coating on cast-iron and carbon steel items. Copper coated parts for tractors. Protective decorative coated fittings aluminium alloy (the Ministry of Industry; BSU PCP RI).
- Yellow passivation of nickel. Yellow passivating overcoats for printed circuit boards (the Ministry of Industry; BSU PCP RI).
- SPS-8 polishing stabilizing suspension No. 8 (State University of Humanities in the name of F. Scoryna, Educational Establishment).
- Precious metals and copper recovered from secondary raw materials (in the gold equivalent). (Unidragmet BSU, Research Institution, Republican Unitary Enterprise).
- Enzymatic cleaner for all kinds of contact lens (BSU PCP RI).
- Water-soluble impregnating mineral composition (Larisa Production Unitary Enterprise (Soligorsk); BSU).
- Polyelectrolytic hydro-gel modified with microelements (Schauer Product Ltd (Minsk); BSU PCP RI).
- Protein hydrolyzate (Biochempharm Concern; BSU PCP RI).
- The kit of indicator tests for express analysis of explosives (BSU).
- Disinfectant for treatment of equipment and premises in the enterprises of the meat and dairy industry (Navigator Scientific Industrial Cooperative Society (Grodno); BSU PCP RI).
In 2007 – 2010, the total amount of financing for creation of new enterprises or new production facilities at the existing enterprises, and modernization of the existing enterprises will make 14714.9 million roubles, in particular, 6927.7 million roubles from the Republican budget, 370 million roubles at the expense of bank loans; 7417.2 million roubles from other sources.
