Ministry of Sports and Tourism of Republic of Belarus
 

The main goal of the physical training and sports development consists in physical perfection of an individual, physical and mental recreation, extension of human mental performance.

The purpose of tourism development in the Republic of Belarus consists in development of a competitive tourist sector to ensure satisfaction of needs of any national and foreign tourists for services of every description; development of allied industries.

Within implementation of the Program for Tourism Development in the Republic of Belarus for 2006 – 2010, efforts to form the State Tourist Resources Cadastre are in progress. Formation of the common tourist-and-informational area will be completed by 2010, through opening Tourist and Information Centres, formation of a unified informational tourism database, beautification of objects for sightseeing, and provision of approaches to them with the necessary ID labels and pictograms.

Such measures will enable to fulfil the Integrated Plan of tourist infrastructure development within the tourist areas, develop the objects for sightseeing with account to the guidelines approved by the Ministry of Sports and Tourism.

Construction of Minsk-Arena, the largest in Europe multifield sports and cultural complex for 15 thousand seats, will be completed by 2010. It will include the velodrome, the speed skating ice track, 5 ice grounds and other structures. All this will make it possible to hold international contests in 28 winter and summer sports.

Construction of a CIS-unique indoor freestyle training centre will be completed by 2009, which centre will include, inter alia, four diving boards, aquapark, and will ensure both full-value year-round training of athletes and improvement of the residents’ health.

Within implementation of the Investment Program of the Republic of Belarus, construction of additional 3 ice arenas in Baranovichy, Orsha, and Raubichy by 2010 is scheduled.

Development of innovative technologies for athletes training, sports and health-improvement groups, tourist activity shall be the priority lines of development specified by the Ministry of Sports and Tourism within the State Program.

Implementation of program measures will enable to ensure 25 – 26 percent-share of innovative product in the total output by 2010.

The optimization of the highly-skilled athletes coaching process taking account of non-drug pharmacological support, as well as development of:

  1. the strategy of gifted athletes selection for participation in the Olympic Games in 2008 and 2012;
  2. biochemexpert, the sporting computer-aided biochemical control system;
  3. methodology for estimation of quality of special food products used for feeding of athletes;
  4. special training based on biomechanical and electrical myostimulation combined with general low-frequency magnetotherapy;
  5. prevention techniques and methods of treatment of athletes’ somatic pathology of allergic infectious genesis;
  6. a complex psychodiagnostic program for detection of the athlete’s individual functioning zones;
  7. test-system for identification of ACE gene polymorphism for selection of athletes;
  8. complex control systems to control qualification of the contesting pair in the Olympic equestrian sport;
  9. pieces of gym apparatus for skiers and biathlon competitors;
  10. multi-purpose sports and health-improvement groups training programs;
  11. organizational and methodological support of efficient tourist business;
  12. software system for computer search by chemical structure, mechanism of action, metabolism, methods of identification of matters and substances threshold concentrations;
  13. organizational and administrative, methodological and peopleware systems for the home and national teams coaching;
  14. practical application to the sports medicine, in particular, to the training and coaching process, of apparatus and methods of the athletes functional fitness correction through baromagnetotherapy-based blood gas composition regulation;
  15. application of screening complex technique for correction of the athletes’ working capacity, based on rheological and biochemical blood values,

shall be the main tasks within innovative activities.

The following results are expected:

  1. standard assessment of different aspects of athletes’ readiness, irrespective of their sex and age, for selection to the national team;
  2. standard assessment of the athletes’ biochemical and haematological .blood values and the functional fitness algorithm depending on variation thereof;
  3. methods of pre-clinical assessment of permitted bioactive additives; bioactive additives efficiency estimation scales;
  4. key indicators for identification of immune and hormonal abnormalities of athletes;
  5. complex biological activity stimulation method based on biomechanical and electrical myostimulation combined with general magnetotherapy;
  6. daily allowances for the children’s summer health camps;
  7. methods of prophylaxis and treatment of detected athletes’ somatic pathology of allergic infectious genesis;
  8. complex psychodiagnostic program for detection of the athlete’s individual functioning zones;
  9. technique of genotypic analysis for selection of athletes;
  10. complex control systems to control different aspects of readiness qualification of the horse-rider pair;
  11. pieces of gym apparatus for skiers and biathlon competitors;
  12. guidelines for planning, development of tourist routes in the territory of the Republic, and provision of the necessary facilities thereto;
  13. multi-purpose sports and health-improvement groups training programs;
  14. improvement of the doping control system on the basis of computer-aided information analysis complex;
  15. general principles and outline of scientific and methodological support of the home teams and sporting reserves;
  16. outline of computer control system-based analysis of information on the key aspects of sporting reserves coaching;
  17. model of scientific and methodological support of sporting reserves coaching;
  18. portable equipment for biomagnetotherapy of the home and national team members during coaching and competitions, for improvement of their functional fitness, overwork prophylaxis, speeding up the adaptation and rehabilitation processes;
  19. guidelines for application of the most sensitive factors to show human working capacity;
  20. rheological blood model enabling to identify the optimum hematocrit volume for each athlete.

In 2007 – 2010, the total amount of financing for creation of new enterprises or new production facilities at the existing enterprises, and modernization of the existing enterprises will make 143727.3 million roubles, in particular, 78864.3 million roubles from the Republican budget, 64800 million roubles at the expense of banking credits, 21 million roubles from local budgets, 42 million roubles from other sources.
