The main purpose of the housing and communal service system activities is to provide the population and other users with the whole set of housing and communal services in accordance with the public social standards.

The gradual increase of reimbursement by the population of the expenses for housing and communal services rendering without the essential increase of housing and communal service rates is the priority for the forthcoming five-year period.

The implementation of the program measures will enable to reach in 2010 the share of innovative products in the total volume of the shipped products - 15.4 per cent, the share of the certified products in the total production volume - 16.9 per cent, to decrease the wear degree of the active part of the main industrial and productive means till 68 per cent, to increase the share of the equipment and tooling costs in the capital investments up to 38.5 per cent.

The Ministry of Housing and Communal Services is the state customer for the innovative project “To Develop the Technology and Equipment for Manufacture of Spiral Homing-Action Systems of Pre-insulated Heat Network Tubes and to Arrange the Manufacture”. The spiral pre-insulated tubes are characterized with the high heat supply coefficient (30 -60 per cent), do not require the compensating tubes to be built, therefore the system overalls and building and construction work costs are decreased. The Physical and Technical Institute of the National Academy of Sciences of the Republic of Belarus is the project developer. The technical solution covered by the patent of the Republic of Belarus No.1045 will be used in the development.

Within the task fulfillment the spiral pre-loaded tubes and new technology to manufacture them will be designed, the equipment set for the product manufacture will be developed and manufactured. The production of the spiral pre-insulated tubes for homing-action thermal tubing with new production technology application is planned to be built in BELIZOLIT JV located in the industrial zone of Shabany, city of Minsk. The application will begin in 2008.  The amount at the rate of 720 million rubles, including out of the budget of the Republic of Belarus - 360 million rubles, out of BELIZOLIT JV internal funds - 360 million rubles, will be used for the technology and equipment development, spiral pre-insulated tubes and the production to manufacture them. From the funds mentioned, the amount at the rate of 396.5 million rubles will be assigned to build the new production with new technology application, including out of the budget of the Republic of Belarus - 40 million rubles, out of BELIZOLIT JV internal funds - 356.5 million rubles.

The total extent of financing to build the new productions in the existing enterprises in 2007 - 2010 will amount to 611.5 million rubles, including out of the budget of the Republic of Belarus - 207.3 million rubles, out of the internal funds of the entities - 404.2 million rubles.
